Alum Sandra Ogwang Santa is a Ugandan politician, social scientist, and legislator. She is the current Women’s representative of Oyam District in Uganda’s Parliament.

Alum Sandra is also a member of the Uganda People’s Congress (UPC), which is led by Jimmy Akena, a member of parliament for Lira municipality and the son of former President Apollo Milton Obote.

Early Life and Education

Alum Sandra Ogwang Santa was born on December 2, 1972, in Oyam district, Northern Uganda.

She began her primary school education at Anai Primary School, where she completed her primary leaving examinations (PLE) in 1987. 

She then went to Ikwera Girls Secondary School for her O’level education, and she earned her Uganda Certificate of Education (UCE) in 1990. 

Afterwards, she enrolled in Bombo Senior Secondary School for her A’level studies and earned her Uganda Advanced Certificate of Education (UACE) in 1994. 

Alum Sandra then attended Makerere University and graduated in 1998 with a bachelor’s degree in library and information science. In 2010, she earned a Master’s degree in gender studies still at Makerere University.

Career and Professional Work Experience

Alum Sandra has been the director/secretary of Sysplus Limited since 1998. She was also a teacher at Almond College in Lira in 1998.

She worked as a data entry clerk at Makerere University from 2005 to 2006. And then from 2006 to 2010, she was a member of the Oyam District public accounts committee. 

Alum Sandra became a member of the Ugandan Parliament in 2011; up to date, she still continues to represent Oyam District.

In the 2021 General elections, she won her only opponent Acayo Santa who stood using the National Resistance Movement (NRM) ticket by a very wide margin. She garnered 90,787 votes and won the election while her opponent garnered only 9,424 votes.

Achievements and Awards

Hon. Alum Sandra Ogwang Santa is a member of the Uganda Parliamentary Forum on Social Protection (UPFSP), a forum that advocates for social protection, particularly for Uganda’s most vulnerable citizens.

She is also Uganda People’s Congress (UPC)’s party whip in parliament, and she serves on the Business Committee and the Agriculture Committee. 

Alum is also a member of the Uganda Women’s Parliamentary Association (UWOPA). 

Controversies

On August 25, 2016, an incident occurred when Hon. Alum Sandra Ogwang Santa and other Ugandan MPs including Robert Migadde of Buvuma Islands, Francis Gonahasa, the Kabweri county MP, and Patrick Isiagi, the Kachumbala county MP and three other Parliament staff were visiting South Africa. 

When the MPs arrived at Caribu hotel in Johannesburg around 8 p.m., they were held at gunpoint and robbed of everything, including their bags, suitcases, and passports, indicating that they couldn’t continue with their mission.

Santa claimed that the thugs did not even spare her wedding ring. However, the Ugandan mission in South Africa assisted them in processing travel documents later on.

Some Ugandans accused the MPs of choosing a less expensive hotel, exposing them to violence in Johannesburg, which is known for it. However, Santa refuted that assertion claiming that whatever happened could happen to anyone anywhere.
