Makindye East Legislator, Ibrahim Kasozi has been approved by parliament as the new vice chairperson of the parliamentary committee on Commissions Statutory Authority and State Enterprise, replacing Moses Kasibante who was earlier nominated by FDC Party.

Moses Kasibante, the Lubaga North MP was the first nominee to the position of Deputy Chairperson of the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), but later blocked by the Speaker of Parliament, Rebecca Kadaga who made his appointment to the Appointments Committee of parliament.

Nathan Nandala Mafabi, FDC Secretary General, following the Speakers resolution, presented another candidate to the Speaker replacing Moses Kasibante, with Makindye East Legislator, Ibrahim Kasozi, the Makindye East legislator to replace Kasibante.

And on Thursday 4 April 2019, Kasozi was officially announced by parliament to Deputise Mubarak Munyagwa, on COSASE.

“I beg to designate Hon Ibrahim Kasozi, MP Makindye East, to the Committee of Commissions Statutory Authorities and State Enterprises and to appoint him the Vice Chairperson according to rule 1(57),” Jonathan Odur, MP Erute North making the designation.

“Hon Kasozi has been designated as you have heard from the chief opposition whip, and now he’s a member of that Committee and also the vice chair of the Committee,” Hon Jacob Oulanyah, the Deputy Speaker of Parliament confirming Kasozi’s designation.

Kasozi however, promised to work with Mubaraka Munyagwa, to ensure proper accountability of public resources after his designation and confirmation.

“Now the issues of accountability there’s no technicalities in it. If the agency were given 10m they should account for 10m not less than 10m. what I would appeal to the accounting officers is to come when they are ready, because there’s no joke on issues of accountability. So, on these issues, let them watch us we can’t unwrap it now, but they will see the outcome.”

But Ibrahim Kasozi’s confirmation as COSASE Vice Chairperson, faced critics from some opposition MPs piloted by Kalungu west Legislator, Joseph Ssewungu of DP arguing that FDC failed to fight for Kasibante.

“This man was given an office, then after he has entered his office, you give somebody else. Me his closest friend I am not happy, I am not satisfied but since it’s opposition that’s why it’s creating these problems we are seeing of Amending the rules of parliament, those are the issues that are coming because of such things. But I say FDC next time don’t just change things like this, Kasibante has been working for you all along.”

Ssewungu adds that he led MP Moses Kasibante, to Speaker Rebecca Kadaga to file his apology which was taken in.

“We went there and begged for a pardon and indeed she had accepted. Then Hon Nandala wrote a letter removing my friend from the appointed office. Do you think he will fill happy? And Kasibante has been working for FDC for quite long. She had forgiven Kasibante, and we were only waiting him to announced on the floor of parliament, vote him then moves to his office.”
