LOP declines speaker’s request to extend Katuntu’s leadership

Opposition Chief Whip Ibrahim Ssemujju Nganda has petitioned Speaker Rebecca Kadaga to effect the designation of Mubarak Munyagwa as the committee chairperson Parliamentary Committee on Statutory Authorities and state Enterprises (COSASE).

Ssemujju Nganda says that after Munyagwa is designated so he can elect the current COSASE chairperson Abdul Katuntu to continue chairing the probe into Bank of Uganda regarding irregular closure and sale of the seven commercial banks.

In addition, he said that FDC leaders and the new COSASE chair arrived at a conclusion stating that when Muyagwa is endorsed by Speaker Rebecca Kadaga to lead COSASE he will request the rules of procedure which give him the ability to embrace any other person for specific duties.

This followed a letter Ssemujju directed to speaker Kadaga stating that; “Madam Speaker you recall that in an August 13th letter, you requested that I stay change of the leadership of COSASE and other accountability committee to enable the leaders then conclude pending business and report to the plenary.

The FDC did not agree to your proposal, and surprisingly, not only did the dropped leaders continue transacting the business of the committee on behalf of the FDC contrary to rule 157(5) of our rules of procedure, but also embarked on new business including Bank of Uganda. You are now requesting for another extension. What will stop the people from commencing fresh investigations into another entity?”

Meanwhile, Anita Among the vice chair COSASE observed that until Speaker Kadaga declare her ruling on the matter current COSASE leadership will continue working.
