Hajjat Minsa Kabanda, commonly known as Misi Kabanda is the serving Minister for Kampala Capital City and Metropolitan Affairs in the Government of the Republic of Uganda, appointed in June 2021 by President Yoweri Museveni.
Her office puts her atop the political leadership of Kampala City with the state minister, Lord Mayor, Deputy Lord Mayor and the Mayors and Town Clerks of the five divisions of the city under her stewardship.
Misi Kabanda was sworn in as the Minister for Kampala Capital City and Metropolitan Affairs on June 21, 2021, becoming one of the 29 cabinet ministers and 52 state ministers appointed by His excellency President Yoweri Kaguta Museveni.
Together with Hon. Kabuye Kyofatogabye, Hon. Misi Kabanda as the new Cabinet & State Ministers for Kampala Capital City & Metropolitan Affairs were warmly received by the Executive Director of Kampala Capital City Authority- KCCA Mrs Dorothy Kisaka on 23rd June 2021.
The position of Kampala Minister was handed over to them from the previous minister Hon. Betty Amongi.
Career, Work and Experience

Misi Kabanda was one of the ministers that helped to finalise the plans for the organisation that would assemble and produce buses through the Kampala Capital City Authority and the METU bus industry to ease transportation demands in the larger Kampala Metropolitan Area (GKMA).
President Museveni, however, turned down loans for the importation of buses advocating for support of local manufacturing industries instead.
Hajjat Misi urged owners of private and public universities to make the school fees for universities affordable so that the majority of students could join universities for degrees and diplomas.
This was during the cultural gala festival, an annual event specifically designed to welcome freshmen at Kampala’s Team University while serving as the chief guest.
She gave a speech saying, “I come from here in Kisenyi where over 90% of children did not go for higher education especially University because their parents cannot afford the school fees.”
She went on to advise women and youths to grasp opportunities that came their way.
She narrated to them how she started as the women’s council chairperson in her small village, Kisenyi. She then became a councillor and is currently a Minister. She went on to appeal to the women and youths to participate in the women’s council and youth elections.
A youth skill-building programme has been started by Hon. Misi Kabanda, encourage individuals to take advantage of government programmes that can assist lower unemployment.
The action aims to mobilise employable young people for assistance in the fight against poverty.
The organisation is situated in Nakawa and goes by the name ‘NRM fenatukole Inchini Mobilization and development association’.
Future Prospects
Hajjat Misi Kabanda is committed to serving the Kampala Central electorate as the next representative from 2026 to 2031.
She is already planning how to successfully engage in politics in that area by drawing on her new position. She has been holding meetings with the leaders of the taxi, boda boda, and market seller associations.
Controversies
She was involved in a controversy where she opted to hire her younger sister Asia Kinaabi Nabisere to coordinate a multi-billion city project.
