Henry Oryem Okello is a famous lawyer and politician from Uganda and an Anglican by faith. Since 2004, he has served as State Minister for Foreign Affairs (International Affairs). 

Early Life and Education

Henry Oryem Okello was born on 21 January 1960, in Chwa County in Kitgum District.

General Tito Lutwa Okello (1914–1996), his late father, was President of Uganda from July 1985 to January 1986. Henry Oryem Okello is the second born among seven children.

Oryem Okello graduated from the University of Buckingham in the United Kingdom in 1985 with a Bachelor of Laws with Honors. He also has a Master of Laws degree from the University of Southampton in the UK, which he earned in 1989. 

Career and Professional Work Experience

Before moving to Uganda in 2001 to enter politics, he was a practising barrister in Britain. From 1988 to 2000, he worked as a legal executive in the United Kingdom.

 He was chosen to represent Chwa County, Kitgum District, in the Ugandan Parliament in 2001. He held this seat consistently till 2006.

He was appointed Minister of State for Education and Sport and held that position concurrently with his legislative duties until 2005. He was in charge of sports. 

He was appointed to the ministerial position he holds today in 2005. He was the Supreme Council for Sports in Africa’s Vice President for the Anglophone region between 2001 and 2005.

His parliamentary seat was not up for election in 2006. However, due to his position as a cabinet minister, he continued to serve as a member of parliament in an ex-officio capacity. 

He participated in the government delegation to the Juba peace negotiations between the Ugandan government and the Lord’s Resistance Army between 2006 and 2008. He frequently served as the deputy leader of the delegation sent by the Ugandan government, which was then headed by Ambassador Ruhakana Rugunda, the interior minister of Uganda.

Okello Okello, the Uganda People’s Congress political party’s then MP for “Chua County,” was defeated by Okello Oryem in the 2011 National Elections to win back his parliamentary seat. He is currently the MP in office.

He has helped in advocating for the establishment of educational institutions such as the Gulu University, Labora Commonwealth Institute along Moroto Road, Orom Seed Secondary School, Omiya Anyima Seed Secondary School, Amida Seed Secondary School, Lagoro Seed Secondary School, Namokora Seed Secondary School, Mucwini Seed Secondary School, and Mucwini Technical School.

He has drilled and repaired boreholes, including those at Lipan (3 boreholes), Omiya Anyima (1 borehole), Lakwanya (2 boreholes), Orom (1 borehole and 1 repair), and Namokora (20 Repaired Boreholes).

The second annual rugby dinner and awards ceremony was held at Hotel Africana, and state minister for sports Henry Okello Oryem presided over it.

Controversies

According to the family, the president noticed Henry Oryem Okello when he enthroned himself as administrator. “He took control of all the family assets and benefits for my grandfather,” Eddie sobbed, the son of Simon Anywa Okello, Henry Oryem Okello’s brother.
