Maxwell Akora, also known as Maxwell Ebong Patrick Akora is a Ugandan politician and professional accountant.

He is the Member of Parliament for Maruzi County in Apac District. Maxwell Akora is also a member of the Uganda People’s Congress (UPC).

Early Life and Education

Maxwell Akora was born on August 31, 1965, in Apac District to the late Lucy Akot Okullu (mother) who was hit to death by her granddaughter, who had just returned from Butabika National Mental Referral Hospital in Kampala, at her home in Wang Cenye village, Kwibale-Akokoro Sub County, Apac district in 2018.

Maxwell Akora belongs to the Anglican faith. 

His life is profoundly shaped by events within the Obote legacy. He comes from a political family and his life has always been influenced by politics.

Akora studied senior one at Sir Samuel Baker secondary school in Gulu in 1979 before he fled back to Apac during the chaotic period of Idi Amin’s overthrow.

Akora studied from 1985 to 1988 at Makerere University and graduated with a Bachelor’s degree in Commerce. 

He then left for exile in the UK where he earned a Master’s degree in Business Administration from the University of Cumbria. 

While still in exile in the UK, from 1989 to 1995, Maxwell Akora became a Chartered Certified Accountant (ACCA). 

He also graduated with a Master of Science in Public Financial Management from the University of London SOAS.

In 1999, Akora returned home to Uganda. 

Career and Professional Work Experience

Maxwell Akora spent ten years working for the UK National Health Service, progressing from internal auditor to financial accountant and then to Bexley and Greenwich Health Authority’s financial controller from 1996 to 1999.

For five years, Akora served as the local counterpart to PwC Financial Management Consultancy, sponsored by the World Bank (IDA/GEF credit), and at the same time, he served as the first Director of Finance and Administration of the Uganda Wildlife Authority from 1999 to 2004.

Akora was elected to represent Maruzi County in parliament on the UPC platform in 2011 succeeding the then-member of parliament Hon. Ebong David. 

In 2016, Akora won the Parliamentary elections with a wide margin against Ococ George Eddy of NRM and Okello Edward George an Independent candidate. 

He also won the 2021 General elections against his other three opponents; Opeto Moses of NRM, Odora Denis, Mr Dee (Independent candidate) and Okello George Ekwaro of FDC. 

Akora was also appointed to serve on the committee of Information Communication and Technology, Finance, Planning, and Economic Development.

He additionally served the Justice, Law, and Order Sector as a Financial Management Specialist (Technical Advisor) from 2006 to 2011. 

He served as the Secretariat under the Ministry of Justice and Constitutional Affairs that coordinates sector-wide financial management reforms and accountability among various government Ministries, Departments, and Agencies.

Achievements and Awards

As the first Director of Finance at the National Forestry Authority in Uganda from 2004 to 2006, he established the financial management systems for the new organisation under the sponsorship of a donor collaboration between the EU, NORAD, and DFID.

Akora was appointed the lead counsel for the Public Accounts Committee (PAC) in Uganda where he got to chair several proceedings that included prominent Government officials. 

Akora has attained skills in commerce, administration, finance, management, business administration, public financial management, public policy, business, public procurement, corporate governance, audit and financial reporting among others. 

Controversies

The Oyima clan elders rejected Akora in 2019 and forbade clan members from attending the event after he announced himself as the clan leader through media advertisements.

In place of Tororo North MP Annet Nyakecho, Akora was placed on the Sectoral committee as Vice Chairperson of the Information and Communications Technology (ICT) committee. 

Since the position is reserved for the ruling party in the parliament, the members of his political party gravely objected to this appointment.

In 2013, unidentified assailants barged into the home of Maruzi County MP Maxwell Akora and fatally stabbed his brother Denis Ebong 45-year-old by then in the Apac District village of Abeibuti.

About the state of the judiciary in Uganda, Hon. Maxwell Akora urged that the retirement age for judicial officials in Uganda be raised, just as it was for the president in 2017.
