Early Life and Education

Ariko Herbert Edmund known popularly as Baby Face due to his baby-like facial features was born on July 19, 1975, in Soroti Hospital to Ms Stella Asengo and the late Stephen Amoding Ariko who served as a Member of Parliament and Minister of Justice and Attorney General under the Obote II regime between 1980 and 1985.
Herbert Edmund is married to Sharon Jerusha Ariko and the couple has four children.
Ariko studied his primary school education at Fr. Hilders and Madera Boys Primary Schools and sat for his Primary Leaving Examinations at Swaria Primary School.
His outstanding performance led to him attending St Peter’s College Tororo for his secondary school studies, where he emerged as a generous student leader, which resulted in him becoming a leader in the Uganda National Students Association (UNSA) Tororo District.
He steadfastly pursued, on top of a Bachelor’s Degree in Social Sciences in 1999, two Master’s Degrees. One, a Master’s degree in Management Studies in 2015, and the other, a Master of Arts in Ethics and Public Management, obtained in 2011.
He combined that with a Certificate of Balanced Scored Card Professional for strategic planning in 2010, and a Postgraduate Diploma in Human Resources Management from UMI in 2003.
Career and Professional Work Experience
Ariko Herbert Edmund began his public service career as a Personnel Officer in the Ministry of Public Service and was later promoted to Senior Personnel Officer in the Public Service Commission, a body charged with the recruitment of civil servants in Uganda.
He was later assigned as a Senior Human Resource Officer to the Parliamentary Commission, where he rose to the position of Assistant Director, Human Resources, in charge of Performance Management and Compensation.
He worked as a consultant/human resources expert on the Capacity Building Project for the establishment of the South Sudan National Parliament, State Legislative Assemblies, and Local Councils.
He was also instrumental in increasing the capacity of members of the National Parliament and lower legislative organs. He was also tasked with carrying out the same task for the Parliaments of Somalia, Somaliland, and Puntland.
With all of this experience in one basket, it’s no surprise that the people of Soroti chose him as their representative in Uganda’s Parliament, where he now serves as a Member of the National Economy and Natural Resources and Environment Committees.
Achievements and Awards

Hon. Ariko Herbert Edmund handed over 8 walkable tractors to farmer groups in Soroti City East in February 2023 to boost agriculture and socioeconomic empowerment; he also advocated for the city’s beautification, greening, and road network expansion.
He is also a member of the Human Resource Managers Association and a Certified Professional of the Chartered Institute of Personnel Development (CIPD – UK).
He is the founder of the Herbert Ariko Education Foundation where over 78 students from Primary to University have received scholarships.
He has provided material assistance to various municipal schools for infrastructure development. He provided two computers to the UNATU Soroti branch.
Ariko Herbert Edmund has provided teachers with knowledge through the Teachers Symposium in order to improve performance.
He donated a multipurpose printer to aid in the printing of examinations for primary schools in the municipality. He lobbied for the refrigerator to be replaced at Soroti Regional Referral Hospital.
He facilitated the Women’s Maternity Ward at Moruapesur Healthcenter III. He purchased for the Municipality a Modern Ambulance.
He provided the people with Hepatitis B vaccine shots.
He purchased and delivered six delivery beds to Soroti’s three health centres.
Ariko conducted the annual Keep Soroti Clean exercise to demonstrate the importance of proper hygiene to the community. He established a plastic recycling plant in Soroti’s industrial zone.
He provided garbage cans for waste management. He assisted in the formation of various savings and loan groups. He advocated for a 500KVA transformer for the Juakali Business Community.
He contributed to the resolution of a conflict that allowed the construction of the Soroti Modern Market under MATIP II.
He Involved youth in sporting activities through the Herbert Edmund Ariko Youth Challenge Tournament. He provided balls and jerseys to various teams.
Together with the Eastern Legends Corporate Club of Soroti, Ariko pushed for the rehabilitation of Oligoi International Stadium.
He placed a number of young people in jobs in the public sector and other sectors. He introduced the Anti-Modern Slavery Bill in Parliament.
Ariko Herbert co-authored the Local Content Act together with Hon Patrick Nsamba. His tireless efforts resulted in the elevation of Soroti municipality to the status of a City.
He aided the distribution of agricultural inputs to people such as seedlings, ox-ploughs, and hand hoes. He provided assistance to youth groups involved in commercialized agriculture.
He provided surface Irrigation Project Piloting in Alere Village, Olwelai Parish – Arapai Sub County.
Controversies
In August 2020, Hon. Ariko Herbert Edmund quit Forum for Democratic Change (FDC) party due to irresolvable party differences and his current party leadership’s failure to recognize his participation in the party.
