Early Life and Education
Atuto Jacinta was born in Kapelebyong District, North Eastern Uganda, where she studied her primary and secondary education.
She is the daughter of the late Hon. Atuto, who served in the Constituent Assembly as a Representative for Kapelebyong County in the late 1990s.
After secondary school, she went on to earn a Bachelor’s degree in Social Sciences from Makerere University.
Career and Professional Work Experience

Hon. Atuto Jacinta worked as an employee under the procurement desk in the Parliament of Uganda for 8 years after finishing her education.
She obtained a lot of knowledge about parliamentary processes and procedures during this time, which would be essential to her future political career.
She then contested in the NRM Party Primaries in 2018 and she won becoming the NRM flagbearer. She then continued to run in the 2021 Uganda General Elections, where she was elected as the first Woman representative of Kapelebyong District.
She contested against Ajupo Joyce Harriet, Arego Angella Ojakala, Asio Regine, Akello Caroline, Adio Winifred and Amoding Harriet, all Independent candidates and she won by 7,596 votes.
Achievements and Awards
Hon. Atuto is not only the Kapelebyong District’s first Woman MP, but she is also the Vice Chairperson of the Climate Change Committee, an office that has seen her delegate and travel overseas to advocate for worldwide climate change adoption.
She provided for the people of Kapelebyong an ambulance.
On March 13th, 2023, Atuto Jacinta was elected as one of the four Ugandan delegates to the Non-Aligned Movement’s 2nd Conference in Manama, Bahrain.
On 1st March, 2023, she organized a ceremony rewarding the 2022 PLE Candidates that passed in Division 1. She also donated Plastic Chairs & Tents in favor of all the different community-based efforts and events that take place in the district.
She has been key in the development of a Community that provides Kapelebyong residents with the opportunity to receive excellent medical services.
She has also been active in Education Charities throughout the District, with Solar Power set up in multiple rural schools to improve learning, resulting in improved performance.
Controversies
Ms Adupo Florence, the previous Kapelebyong Woman member of parliament for Kapelebyong District on the Forum for Democratic Change lost to Atuto in the 2021 elections.
She declared that her votes were given to her competitors including Atuto and she appealed to the Soroti Chief Magistrates Court wanting the votes to be re-counted.
However, her vote recount applications were rejected by Chief Magistrate Monica Amono as they didn’t have ample proof to support them.
