Avur Jane Pacuto is a female lawyer, politician and legislator in Uganda.
She is the first woman Member of Parliament representing Pakwach district in the eleventh Ugandan Parliament.
Hon. Avur Jane is also a member of the National Resistance Movement (NRM) political party.
Early Life and Education
Avur Jane Pacuto was born on January 6, 1966, in the Wadelai sub-county in Pakwach district, the Northern region of Uganda.
In 1982, Avur sat for her Primary Leaving Examinations (PLE) at Nabuyonga Primary School.
She then went to Sacred Heart Secondary School, Gulu for her O’level studies where she received her Uganda Certificate of Education (UCE) in 1985.
She further received her Uganda Advanced Certificate of Education (UACE) at Kibuli Secondary School, Kampala in 1988.
In 1991, Avur graduated from Makerere University with a Bachelor’s degree in Social sciences and later in 2008, she earned a Master’s degree in business administration from the Islamic University In Uganda (IUIU).
Career and Professional Work Experience

Avur Jane Pacuto has been a member of the Ugandan parliament since 2017.
She worked as a clearing officer for Uganda Central Transport and Clearers Limited from 1991 to 1998 and as an assistant project administrator for the poverty alleviation project from 1998 to 2004.
From 2004 to 2008 Avur worked as a credit supervisor at the Microfinance Support Centre Limited. She also worked as an assistant project administrator for the Rural Microfinance Support Project from 2004 to 2008.
Before joining political activities in 2017, Avur served as a board member of the Uganda Retirement Benefits Regulatory Authority (URBRA) from 2015 to 2017.
In 2021, Avur contested for the place of woman representative of Pakwach where she got 29,594 votes and won the general elections.
She triumphed over her competitors Bakiht Sarah, an Independent candidate who garnered 15,708 votes, Awekonimungu Proscovia, the Forum for Democratic Change candidate who garnered 3,154 votes, Ocwii Sophy an Independent candidate who garnered 669 votes and Oroma Emmanuella also an Independent candidate who garnered 233 votes.
Achievements and Awards
Avur Jane Pacuto is the deputy chairperson of the finance committee in parliament.
She is also a member of the Committee on National Economy.
She responded positively to the Wadelai Sub-county’s Shs15 billion irrigation scheme that was launched in 2018 to encourage environmentally friendly agriculture and boost food production in the district.
She encouraged farmers to join the project for continuous production of crops such as rice, tomatoes, and onions, claiming that farmers will be able to increase their household income.

Controversies
In May 2020, Avur Jane Pacuto allegedly received death threats over land wrangles between the two tribes; Jonam and Acholi in Nwoya District.
The conflict consisted of the death of three Jonams by suspected UPDF soldiers as they had gone to farm on their land in Nwoya and five people got injured in the struggle.
In October 2019, Avur donated a motorcycle to serve as an ambulance carrier in three health facilities in the district. The residents of Pakwach responded by asking her to order her political agents to take it back.
