Ceasor Mulenga also known as Ceasor Augustus Mulenga or King Ceasor is a notable Businessman and Philanthropist in Uganda.
He is the Chancellor of King Ceasor University and Consular General of Vietnam to Uganda. He is a supporter of the ruling party, the National Resistance Movement (NRM).
Early Life and Education

Ceasor Mulenga was born in 1967 and grew up in the Kisoro district, South Western region of Uganda.
He is the son of the late Didas Umushirahamwe Uwiragiye of the Buzigaba clan who passed on in 2021 at 81 years old from cancer in Nakasero and was laid to rest in Busamba.
He left behind 14 children, 44 grandchildren and three great-grandchildren.
Ceasor Mulenga is married to Charity Basaza Mulenga an electrical engineer and daughter to late Eng. Amos George Mfite Basaza was the chairperson of the Technical Petroleum Committee in the Ministry of Energy and Mineral Development until the time of his death.
Charity is also the Vice-Chancellor of King Ceasor University. Together, Charity and Ceasor have three children.
He started a business so early in life and as early as primary three he was already buying things like watches, mattresses and soap in Uganda and then selling them in DR Congo or Rwanda.
He graduated with a Bachelor of Commerce degree from Makerere University.
He also has a Diploma in Business Studies from the Uganda College of Commerce (UCC) in the Kabale district among many other professional honours.

Career and Professional Work Experience
Ceasor Mulenga was a mobilizer for the Uganda Patriotic Movement (UPM) led by President Museveni in the early 1980s.
He operates two prominent telecom companies, Gemtel based in South Sudan and Itel based in Uganda.
Achievements and Awards
Ceasor Mulenga has invested in media in Uganda and South Sudan and has gotten most of his money from here.
He is the mastermind behind King Ceasor University formerly known as St. Augustine International University.
Since 2013, he has donated millions of shillings to orphanages, schools, church organizations, mosques, and politicians in the two sub-regions of Kigezi and Ankole.
He is the starter of the Ceasor Development Kingdom (CDK) program.
Ceasor has been giving scholarships to orphans and economically disadvantaged children through the Ceasor Development Kingdom program. Some of the districts benefitting from student beneficiaries on sponsorship include Kibaale, Buliisa, Rukungiri, Sheema, Bushenyi, Kiruhura, Mbarara, and Rukiga.

Controversies
In May 2018, Muhabura Diocese lost a case to tycoon Ceasor Mulenga and former Bufumbira South Member of Parliament, Engineer Alex Niyonsaba Seruganda in which it had accused them of fueling conflicts in the diocese.
This happened after a donation of 650 iron sheets was made towards the roofing of Muganza Church of Uganda in Seseme Archdeaconry that brought about a wrangle across the Kigezi and Ankole regions.
In 2015, the Ministry of Gender, Labour and Social Development stated that Mulenga’s declaration as the King of the people of Kisoro was opposing the provisions in the Institution of Traditional or Cultural Leaders Act, 2011.
