Bebona Babungi Josephine is a Ugandan midwife and the Bundibugyo district representative in Uganda’s 11th Parliament.

Hon. Bebona is a member of the National Resistance Movement (NRM) party and has been in the Ugandan parliament since 2016.

Early Life and Education

Babungi Josephine Bebona was born on January 6, 1973, in the Bundibugyo area of Uganda’s western region.

She completed her high school studies in 1989 at Semuliki High School in Bundibugyo.

In 1997, she graduated from the Kabale School of Nursing and Midwifery with a diploma in enrolled midwifery.

In 2004, Josephine Bebona obtained a certificate of registration in midwifery from the Rubaga School of Nursing and Midwifery.

Career and Professional Work Experience

Babungi Josephine Bebona was enrolled as a midwife from 1999 to 2003.

She worked as a midwife at Bundibugyo District Hospital from 1999 to 2003.

In 2005, she was promoted to Nursing Officer in Bundibugyo District Local Government. She served in this position until 2016 when she was elected to the Ugandan parliament.

She was a nursing officer in the Bundibugyo district local government from 2003 to 2016.

Bebona Babungi then contested as the woman member of parliament for Bundibugyo in 2016 and she was successfully elected to the role.

She was re-elected for the same position to the parliament of Uganda in the 2021 general elections.

Apart from her parliament duties, she has also served on some committees which include Committee on HIV/AIDS and Related Diseases as a member.

She is also a member of the Women’s Parliamentary Association of Uganda (WPAU).

Achievements and Awards

She has worked to increase the number of health centres in the district and to train more midwives. She has also lobbied for the government to provide more funding for maternal health care.

She has spoken out against the practice of female genital mutilation and has worked to raise awareness of the issue. She has also worked to promote women’s economic empowerment.

She assisted in resolving tribal conflicts between the Bakonjo and the Bamba in Bundibugyo District.

In 2019, she helped distribute relief to households hit by flash floods in Bundibugyo in collaboration with the Uganda Red Cross Society and the Ugandan government.

Babungi initiated the women’s skills development project in 2018 to assist People With Disabilities (PWDs) which was later launched by Uganda’s Speaker of Parliament.

In 2018, Bebona was awarded the UNFPA Woman of Peace Award for her work to promote peace and security in Bundibugyo District.

In 2018, she was awarded the Outstanding Woman in Peace Building Award, given by the African Women’s Peace Network (AWPN).

In 2019, she was awarded the Women’s Empowerment Award, given by the International Peace and Cooperation Organization (IPCO).

Controversies

In 2017, Bebona was accused of misappropriating funds from the Women’s Skills Development Project. The allegations were investigated by the Inspectorate of Government, but Bebona was cleared of any wrongdoing.

In 2018, she was criticized for her handling of a tribal conflict in Bundibugyo District. Bebona was accused of failing to do enough to resolve the conflict, which resulted in the deaths of several people.

In 2020, she was accused of nepotism in the awarding of contracts for the peace-building Project. The allegations were investigated by the Public Procurement and Disposal of Assets Authority, but Bebona was cleared of any wrongdoing.
