Controversies

Bainomugisha, who was declared the winner of the September 4th, 2022 elections, had her victory overturned by the Election Tribunal in favour of the incumbent Jovrine Kaliisa.
Kaliisa filed a petition alleging that results were tallied incorrectly in 20 villages, which could have influenced the outcome that awarded Mrs Bainomugisha the NRM flag.
The tribunal decided that the election was marred by irregularities that affected the outcome after reviewing all affidavits sworn by Kaliisa and Bainomugisha, and sent the matter to the party’s electoral Commission.
Tanga Odoi’s team revoked results in eight villages where they stated there was a lot of turmoil that could have affected the result after assigning a team to the 20 contested villages.
Mrs Bainomugisha had won by a landslide in all eight villages where the results were overturned.
After the votes in the eight villages were cancelled, the remaining results favoured Jovrine Kaliisa, later declared flag bearer by Mr Odoi.
Bainomugisha appealed Tanga Odoi’s judgement through her lawyers at Ngaruye Ruhindi Spenser & Company Advocates, a matter that drew the attention of the party’s National Chairperson, President Yoweri Museveni, and Secretary General Kasule Lumumba.
Following internal party debate, the electoral commission reversed Kaliisa’s reported victory and returned the flag to Bainomugisha.
However, the letter addressed to Bainomugisha was not officially signed by the authorities, rendering the document “fake.” Hon Kaliisa stated that she would seek nomination because she possessed valid documents.
When Kaliisa and Bainomugisha bombarded the Electoral Commission in the District, they were turned down. The registrar stated that he was awaiting official communication from the appropriate authorities.
According to Odoi, Beinomugisha and her colleagues were intended to be detained because they had faked declaration paperwork that Moses Arimwerenga, the Ibanda district NRM registrar, used to declare her the winner with 37,606 votes to Kaliisa’s 37,439 votes, a 167-vote discrepancy.
However, following the recount, Kyomukama was declared the winner with 38.124 votes, while Jane received 37.666 votes.
