His professional experience is diverse, having worked in the private sector, with international agencies, and within the public sector, giving him a broad and well-rounded perspective on financial and strategic management.
Haruna was appointed as the Director of Finance at Uganda Communications Commission (UCC) in July 2017. In this role, he is responsible for overseeing the financial health of the commission and ensuring transparent and efficient financial management.
He oversees all this through ensuring sound governance, accountability, and financial controls in telecommunications, broadcasting, postal services, and related communications-regulation areas.
His role includes making sure that UCC meets both domestic and international standards for financial probity.
Musinguzi has also represented UCC in several public events. In 2019, he represented the Executive Director at a forum for FM radio broadcasters to announce new licensing rules, and in May 2025, he awarded certificates to participants of a film workshop, linking the commission’s financial support to the development of local content.
Before being appointed as the Director of Finance, he had been serving as the Assistant Director of Finance at UCC.
