Paul Mwesigwa currently serves as the Managing Director of Uganda Electricity Distribution Company Limited (UEDCL).

He has been a key figure in the reorganization of UEDCL and its assumption of power distribution functions previously held by a private operator, Umeme Limited.

Career and Professional Work Experience

Paul Mwesigwa has over 25 years of professional experience, with over 23 years dedicated to the electricity distribution sub-sector in Uganda. 

He started working in the electricity sector at Uganda Electricity Board (UEB) before it was disbanded in 2001. He then joined Uganda Electricity Distribution Company Limited (UEDCL), which was one of the three successor companies that specialized in the country’s electricity distribution.

Mwesigwa has served as the Managing Director of UEDCL since July 2019, a position where he is responsible for balancing the technical and political demands of running Uganda’s electricity distribution network.

Within the first half-year after UEDCL resumed full control of the distribution network, following the end of Umeme’s 20-year concession in April 2025, he revealed that the company had connected more than 648,000 new customers, a surge that greatly expanded the number of homes linked to the national grid.

He has also become one of the strongest voices behind the “Buy Uganda, Build Uganda” (BUBU) initiative within the company, advocating for locally sourced poles, transformers, meters, and other essential equipment as a way to boost Ugandan manufacturers and retain value within the country.

Before rising to the position of Managing Director, Paul Mwesigwa served UEDCL in several key capacities, including Chief Internal Auditor, Chief Risk Officer, and later Chief Financial Officer, roles that shaped his understanding of the organisation from the inside out.

At Umeme Limited, he served as the Financial Controller.

Achievements and Awards

Mwesigwa Paul is credited by the UEDCL Board Chairman, Francis Tumuheirwe, as a foundational figure who built UEDCL’s technical service capability from the ground up, following its formation from UEB.

He has led UEDCL’s growth from three districts to national coverage except for West Nile and Kalangala.

Mwesigwa has driven digital transformation across operations and championed government participation in electricity distribution to support sustainable infrastructure development, as evidenced by his successful stewardship of UEDCL during the critical transition period following Umeme’s exit.
