He is the current State Minister for Planning and Finance in Uganda.

In the 11th Parliament of Uganda, he also serves as the representative for Ntenjeru North, Kayunga District.

Amos is also a member of the ruling National Resistance Movement (NRM) political party.

Early Life and Education

Amos Lugoloobi was born on June 21, 1961, in a peasant family in Namulanda village, Kayunga sub-county, Kayunga District. 

He was born in the Anglican faith.

As a child, he worked in the garden with his parents and also helped them graze cattle, sheep and goats.

Amos Lugoloobi earned a bachelor’s degree in economics from Makerere University and a master’s degree in business administration (ESAMI) from the Eastern and Southern Africa Management Institute.

Marriage / Relationship

Lugoloobi married Evelyne Nakimera, the daughter of the late Bwogi, a former UTV director and Mary Bwogi.

They have children together. 

Career and Professional Work Experience

Amos Lugoloobi worked at the Uganda Investment Authority before he became a Member of Parliament for Ntenjeru North, Kayunga District.

In the general elections of 2021, he was duly elected to represent Ntenjeru North, Kayunga District.

He established constituency offices at Kayunga Town Council, Kayunga Central, and Busana Town Council to interact with his constituents more. 

He collaborates in politics with Mr. Kangave David.

He was appointed the State Minister in charge of planning and finances. He is also the Chairman Advisory Board of Kayunga Community Club.

Achievements and Awards

Amos Lugoloobi is an active member of the business, finance, planning, and economic development committees as well as the committee on budgets.

He is in charge of private initiatives related to clean water, sports and recreation, health, education, student sponsorship, and raising living standards through bore hall upkeep and drilling.

Hon. Amos Lugolobi oversaw the groundbreaking ceremony for the construction of classroom blocks at the primary schools of Namulanda CU, Kanjuki Umea, and Busaale CU in the Ntenjeru North constituency of Kayunga District.

Additionally, he spoke on the budget for FY (Financial Year) 2021/22 on behalf of Ugandan President Yoweri Kaguta Museveni.

Controversies

In April 2023, Hon. Lugoolobi was involved in the iron sheet saga. 

A supplemental budget of Shs 39 billion had been approved by parliament in December 2021 to fund several initiatives in Karamoja. Of this, Shs 22 billion was set aside for the purchase of goats, while Shs 5 billion was set aside for the acquisition of 100,000 iron sheet pieces.

Lugolobi was taken into custody after turning up at the Criminal Investigations Department (CID) headquarters in Kibuli to provide a statement. 

It is said that Lugolobi had chosen to use the diverted iron sheets to roof his cow stable. The minister was accused of ignoring CID summons and lying to them about being abroad on official business when in fact he was not.

He was the second minister to be charged after Nanduttu concerning the Karamoja Iron Sheets and he pleaded not guilty.
