Asiimwe Florence Akiiki is a lecturer, author, politician and sociologist by profession from Uganda. 

Hon Asiimwe is the Member of the Parliament of Masindi District in the 11th Parliament of Uganda. 

She is also a member of the National Resistance Movement (NRM) political party.

Early Life and Education

Asiimwe Florence Akiiki was born on February 15, 1960, in Masindi District.

She acquired her secondary education at Trinity College Nabbingo and finished her A-level studies in 1981. 

She then enrolled at Makerere University in 1982 and obtained a Bachelor of Arts in Sociology degree. In 1990, she graduated from the Institute of Social Studies (ISS), The Hague in the Netherlands with a Master of Arts degree in Development Studies.

She also holds a Diploma in Urban Management Planning from the Institute of Housing Studies, Rotterdam in the Netherlands from which she graduated in 1993.

She went ahead to graduate with a Doctorate (PhD) in Sociology from the University of Cape Town, South Africa in June 2008.

Career and Professional Work Experience

Dr. Asiimwe Florence Akiiki held positions as a visiting scholar at Kyoto University. 

She was also a senior lecturer at the Department of Sociology and Anthropology at Makerere University from January 1993, and a part-time lecturer at the University of the Western Cape.

She had previously held the position of District Urban Development Officer in Luwero, and it was from that experience that she was able to comprehend the dynamics, procedures, and difficulties faced by local governments.

On 15th October 2020, she was nominated as the NRM Flag bearer for the Women’s Member of Parliament position in Masindi District. 

Hon Asiimwe Florence Akiiki was chosen to serve in the 11th Parliament of Uganda as the Women’s Representative of Masindi District on January 14, 2021. She garnered 44,680 votes and won the election.

Her competitors, Kahombo Mildred Kakusya an Independent candidate garnered 27,950 votes and Kasangaki Lilian also an Independent candidate garnered 10,686 votes and both lost the election to her. 

In the 2016 General elections, Asiimwe had also contested for the same position as an independent candidate after losing in the NRM primaries however, she did not go through.

Achievements and Awards

In 2007, Asiimwe co-authored a book, Community Mobilization Skills with William Ngabu Kwemara.

And in 2011, she released The Untold Stories: Gender and Homeownership in Urban Uganda. The study examines the various reasons why married women in Kampala, Uganda are unable to purchase homes while they are still married or after becoming widows.

Asiimwe Florence Akiiki has published several articles in academic journals about Gender dynamics, and the impact of customary laws on inheritance most of them focusing on women and widows and many others. 

Her papers focus on the field of economics, sociology, law and history.

Controversies

Hon. Asiimwe Florence Akiiki was among the thirteen NRM legislators who expressed interest in replacing Rt. Hon. Jacob Oulanyah as the Speaker of the 11th Parliament.

Asiimwe Florence abstained from voting for the censure of Persis Namuganza, Uganda’s State Minister for Lands, Housing and Urban Development in a session in January 2023. 

This came after the Ad-hoc Committee accused her of engaging in illegal activity in the 142-acre land giveaway to some investors for the construction of a satellite city at the Nakawa-Naguru Housing Estate. 

Namuganza was called for censure since the investigative report concluded she had violated the House and its leadership.
