Bagiire Aggrey Henry is a Ugandan politician, educator and agriculturalist by profession. 

He previously held the position of State Minister for Agriculture in the Ministry of Agriculture, Animal Industry and Fisheries.

Hon. Bagiire Aggrey Henry is the current Member of Parliament (MP) for Bunya County West, Mayuge District.

Bagiire is also politically affiliated to the National Resistance Movement party.

Early Life and Education

Bagiire Aggrey Henry was born on January 27, 1968 in Uganda’s current Mayuge District, Busoga-sub-region. 

Bagiire graduated with honours from the Institute of Teacher Education, which is now part of Kyambogo University in 1992.

He earned a Bachelor of Science in Agriculture from Makerere University in 1999.

Aggrey also has a Certificate in Public Administration and Management from Makerere University which he acquired in 2003.

He’s married and has children. His passions include education and forest conservation.

Career and Professional Work Experience

Bagiire Aggrey taught agriculture at Bukoyo Secondary School from 1992 to 2000, rising to the Head of Agriculture Department position. 

He was the Leader of a Research Team for the International Food Policy Research Institute between 2000 and 2001. 

Aggrey worked as the Agricultural Extension Officer for Iganga District from 1999 to 2002. 

He also served as the chairperson of the Mayuge District Service Commission from 2002 until 2006. 

In 2006, he entered electoral politics, running on the National Resistance Movement ticket for the parliamentary seat of Bunya Country West, Mayuge District.

He was elected and served as the Member of Parliament (MP) representing Bunya County West, Mayuge District from 2006 to 2009.

From 16 February 2009 to 27 May 2011, he was the State Minister for Agriculture in Uganda’s Cabinet.

During the 2011 national election cycle, he was defeated by Vincent Waiswa, first in the NRM primaries and then again in the general election as an independent candidate.

He was removed from the cabinet in a reshuffle on May 27, 2011, and was replaced by Zerubbabel Nyiira.

On June 6, 2016, he was named State Minister for Transport in Uganda’s Cabinet.

Aggrey was re-elected to the 10th Ugandan Parliament (2016-2021) to represent Bunya County West, Mayuge District.

Bagiire was re-elected as Bunya County West’s representative in the 2021 general elections.

Aggrey passed over the position of Minister of State for Agriculture to Hon. Fred K Bwino on June 22, 2021.

Bagiire Aggrey also served as the chairperson of the National Agricultural Advisory Services (Naads).

Controversies

Agriculture Minister Ssempijja and his junior minister Henry Aggrey Bagiire suffered losses in the 2021 General Elections due to allegations of abuse of funds for desert locusts.

It is said that the opponents used the desert locust funding claim to sabotage the ministers. They allegedly posted posters with details of procurement for desert locust pesticides worth billions of Shillings prompting voters to demand payment.

Ssempijja blamed his defeat in the general elections on this propaganda, while Bagiire narrowly avoided defeat. He kept his seat after defeating NUP’s Mustapha Bidi by 7,745 votes in a tense election in which voters demanded large quantities of money from him.

In April 2015, the Deputy Inspector General of Government, Justice George Bamugemereire, asked the National Agricultural Advisory Services (Naads) board to remove its chairperson, Henry Aggrey Bagiire from his other position, citing Mr Bagiire’s conflict of interest in serving in two roles in the same organisation.

Mr Bagiire additionally served as chairperson of the Naads secretariat’s finance and administration committee.

According to the results of his study, Justice Bamugemereire stated that the board assigned its finance and administration responsibilities to Mr Bagiire in order to create a second position.
