Baka Stephen Mugabi is a Ugandan lawyer and High Court counsel.

He is the Member of Parliament of Bukhooli County, North in the eleventh Ugandan parliament.

Baka is also a member of the National Resistance Movement party (NRM).

Early Life and Education

Baka Stephen Mugabi was born on January 15, 1975, to the Balazas of Kikabala village, Nakavule Parish in Bugiri district. 

Baka Stephen Mugabi is married to Joan Agero Baka, with whom he has children. 

From 1986 to 1988, Baka Stephen Mugabi attended Nabumali Boarding Primary School for his primary education.

From 1989 to 1995, he went to Kiira College, Butiki where he completed his High School and was the Mess Prefect and Prolific debater.

He then went to Makerere University, Kampala from 1995 to 1999 where he graduated with a Second class lower in Bachelor’s Degree in Social Work and Social Administration (B, SWSA). He was also the Campus Affairs Minister and Makerere Students Guild.

From 2012 to 2017, Baka went to Uganda Christian University, Mukono where he graduated with a Second Class Upper Division with Honours in Bachelor of Laws – LLB, Law.

From 2017 to 2018, he additionally did a Diploma in Law Practice from Law Development Centre, Kampala.

Career and Professional Work Experience

From 2002 to 2011, Baka Stephen Mugabi worked as a private secretary to the president in charge of youth affairs in the state house.

He also worked for the Bugiri district government as a personnel officer.

In 2008, he went to Bugiri and contested in the by-elections for Bukhooli County, North which he won and joined the eighth parliament. 

He took out Patrick Mwondha, a Uganda People’s Congress (UPC) member and time-served lawmaker.

He was re-elected in 2011 and lost in 2016.

Baka then spent his five years away from Parliament to study law at the Law Development Centre (LDC).

In the 2021 general elections, he run against Ayagalachi Jamali, Mwondha Samuel David, Nakendo Isaac, Tenywa Hussein Nyaika and Engurata George William where he won by 19,318 votes.

Controversies

In March 2023, along the road of the Jinja – Iganga highway, a traffic officer known as Kiirya pulled over Hon. Baka’s vehicle for passing through a one-way lane. 

He asked Baka to show him his driving license or turn back his vehicle which he disregarded. This caused a bitter exchange of words between the two. 

Unknown to Baka, the traffic officer had recorded the whole scene in a video which he later posted on social media that caused a lot of concern. 

When asked why Hon. Baka had disobeyed a traffic officer, he replied that it was a ‘simple’ matter that did not need attention. 

In June 2014, health workers, among them two doctors, reportedly quit Bugiri Hospital due to poor pay, and most of the hospital building had been incapacitated by old age and negligence with leakage in the roofs and decaying ceilings and walls.

Hon. Baka, in whose constituency the facility is located, said he was informed of its problems, but mocked those who attacked him for doing nothing to help, saying as a person he cannot do much.

“No MP can solve those problems. I have requested the government and the hospital has been lined up for reconstruction,” he said.
