Batuwa Timothy Lusala is a Ugandan politician, pharmacist, and business owner.
Hon. Batuwa is the Member of Parliament representing Jinja City Division West in Uganda’s 11th Parliament.
He is also the Shadow Minister for Health in Uganda’s current cabinet.
Early Life and Education

Batuwa Timothy Lusala was born in Jinja, Uganda’s eastern region.
He is a firm believer in Christian values.
He graduated from The Tamil Nadu Dr M.G.R. Medical University with a Bachelor of Pharmacy degree.
He subsequently went on to earn a Master’s degree in Business Administration from Makerere University’s Business School.
Career and Professional Work Experience
Batuwa Timothy Lusala interned at the Jinja Regional Referral Hospital for the Ministry of Health from 2004 to 2005. As part of the team that pioneered the project and experienced its computerization at the hospital, he witnessed the implementation complications of the National ART (Anti Retro-viral Treatment) Clinic while here.
This gave Batuwa unrivalled confidence in his ability to pioneer and implement any health-related pursuits. He has nine years of expertise in community pharmacy and has been a drugstore owner for over seven years now.
Batuwa Timothy Lusala ran as a Forum for Democratic Change candidate for Constituency Representative (MP) – Jinja Municipality West in the 2021 General Elections.
He garnered 4,801 votes and won the election over eight other competitors who were vying for the same spot. His closest competitor Balyeku Moses Grace of the National Resistance Movement garnered 3,102 votes and lost the election.
Achievements and Awards
Batuwa Timothy Lusala is the President of the Lions Club of Jinja and the International Lions Club Zone Chairman for Zone 6, District 411B, Uganda-Tanzania.
Batuwa established the Batuwa Foundation (BF) to improve the well-being of the less fortunate.
BF has fixed over 120 boreholes, staged 7+ medical camps, given B.P. machines to communities, organised several sensitization village seminars, and recently gave over 60,000 free coffee seedlings from its own nursery to about 500 people.
Batuwa has funded 95% of these programmes.
Controversies

During an afternoon plenary session in December 2021, Batuwa addressed an issue, claiming that the doctors had been on strike for three weeks and that the government had done little to address their concerns.
He emphasised the importance of the doctors returning to work, given that the country was facing a new Covid variant whose level of damage had not yet been determined.
The handling of the 2020 FDC primaries was heavily criticised, particularly in Jinja South West Division and Jinja South East Division.
When Dr Batuwa was elected as the party’s flag bearer, the party’s officials were accused of being behind a conspiracy to manipulate the election in favour of certain candidates while excluding others.
He defeated Kawanguzi Paul with 48 votes to 27 votes, but Kawanguzi contested the result, accusing Batuwa and the electoral authorities of deliberately flouting the laws in order to undermine the party’s democratic values. He noted that Hon. Batuwa’s previous ties to the ruling party raise trust concerns.
Dr Timothy Lusala Batuwa voiced concern over the planned budget for the fiscal year 2023/24, claiming that it would harm Ugandans.
He highlighted that the budget was extremely risky, and he predicted that it would bring the health sector to its knees because state officials and residents would receive no benefits.
According to Batuwa, the budget must be changed or else desperate and impoverished Ugandans will starve.
