Early Life and Education
Philip Lulume was born on 1st May 1970 in Uganda. He is married to Dr Esther Bayigga.
He attended St. Paul’s Boys School in Nkokonjeru for his primary education and later joined Kyambogo college school for both O and A’Level.
He enrolled in Makerere University’s School of Medicine and graduated in 1996 with a bachelor’s degree in medicine and surgery.
In 2014, he graduated from the Southern African regional institute for policy studies at the University of Zimbabwe with a degree in Master of Arts in Policy Studies.
Career and Professional Experience

Philip Lulume is a trained medical doctor and a Politician.
He began working as the General Director of Nsambya General Clinic, a private medical practice in 1997, a post he still occupies now.
In the same year, Lulume was elected Executive Director of the Uganda Medical Volunteer’s Association, an NGO, a position he still serves today.
Philip Lulume entered politics in 2006 when he unsuccessfully ran for the Buikwe County south parliamentary seat against Anthony Mukasa of NRM.
In the by-elections held in May 2008, Philip Lulume trounced his opponent and was sworn in as the Member of Parliament for the Buikwe south constituency.
He was re-elected for the same position in the 2011 General elections and later lost the seat to Mutebi David Ronnie of the National Resistance Movement in the 2016 General elections.
He was re-elected in the recent 2021 General elections replacing the incumbent Mutebi David.
From 2007 to 2010, he was also the Democratic Party’s (DP) acting secretary general.
Achievements and Awards
Dr Lulume Philip is the owner of Kampala International Medical Centre (KIMC), a private healthcare facility in Uganda.
Philip Lulume has helped to improve access to healthcare in Uganda by advocating for the construction of new hospitals and clinics.
He has helped to improve the quality of healthcare in Uganda by advocating for the training of more doctors and nurses.
He has also helped to reduce the cost of healthcare in Uganda by advocating for the introduction of government-subsidized healthcare programs.
Philip helped to improve the efficiency of the healthcare system in Uganda by advocating for the digitization of medical records.
He received the 2012 African Health Leadership Award, awarded by the African Health Leadership Forum.
He also received the 2015 Global Health Hero Award, awarded by the Global Health Council and the 2017 Clinton Global Citizen Award, awarded by the Clinton Foundation.
Philip received the 2019 Nelson Mandela Award for Health and Human Rights, awarded by the Nelson Mandela Foundation.
Philip Lulume is a member of the foreign affairs and the budget parliamentary committee.

Controversies
In 2012, Lulume was accused of mismanaging funds at the Kampala International Medical Centre Kansanga. He was cleared of these charges by a parliamentary committee, but the controversy damaged his reputation.
In 2015, Lulume was accused of corruption in connection with the procurement of medical equipment for Mulago Hospital. He was cleared of these charges by a tribunal, but the controversy further damaged his reputation.
