
President Museveni has appointed Ms Dorothy Kisaka as new permanent KCCA ED replacing Andrew Kitaka.
President Museveni has appointed Ms Dorothy Kisaka as the new substantive Kampala Capital City Authority (KCCA ED) replacing the departed Andrew M Kitaka.
Kitaka has been the acting ED for now close to one year and a half. He was chosen on December 20, 2018, by the former Kampala minister Beti Kamya as a perfect successor to Ms Jennifer Musisi who had earlier resigned from the same duty.
Kitaka’s short reign has in recent months raised queries among other KCCA officials who have been demanding for a permanent ED pinpointing that Kitaka’s continued stay in office as acting ED raises audit issues.
However, in the wake of events, President Museveni has appointed Dorothy Kisaka who has been serving as a government advisor in the Office of the Prime Minister as the new permanent ED together with other new reshuffles in KCCA.
Last evening, social media was awakened with the news confirming the sacking of Engineer Andrew Kitaka, his Deputy Samuel Sserumaga and three other officials from KCCA.
Part of the President’s new appointments includes Eng.David Luyimbazi Ssali who now replaces Samuel Sserunkuma as the Deputy ED, Lord Mayor’s deputy Sarah Kanyike for Director Gender, Community Services and Grace Akullo for Human Resource and administration.
“I’m writing to request you to interview for me the following persons and find out whether they are suitable to kan the indicated offices in Kampala Capital City Authority,” the President’s letter to the Public Service Commission read.
Meanwhile, Engineer Kitaka will now head the Physical Planning Department at the Authority departing the post of being an acting Executive Director. On December 18, 2019, he was re-chosen to continue serving as acting ED and since then, he has only served close to six months before his sacking.

Who is Dorothy Kisaka, the new permanent KCCA ED?
Dorothy Kisaka is the new substantive Executive Director of KCCA replacing Jennifer Musisi who resigned from the position in 2018.
Currently, Kisaka is working as an Administrator of the COVID-19 Response Fund, a team which brings together respected individuals from government and the private sector to coordinate the government’s response to the COVID-19 pandemic.
Besides her role in the COVID-19 Response Fund, Kisaka is a Senior Presidential Advisor in the Government of Uganda, at the Office of the Prime Minister, deputizing Dr Ezra Suruma as the Deputy of the Prime Minister’s Delivery Unit, fast-tracking service delivery on government priorities.
Meanwhile, Kisaka is a qualified and trained lawyer from Makerere University who previously worked with Kiyimba-Kisaka & Co Advocates from 1999-2014.
While working as a lawyer, Kisaka pursued two masters of arts degrees; one in organizational leadership and management at Uganda Christian University, Mukono and another at York St. John University in the United Kingdom.
In 2001, she along with her husband Peter Kisaka, a construction engineer, founded Destiny Consult, a leadership mentoring institute that trains ‘highly placed market place leaders to serve with excellence and integrity.’
Between 2010 and 2014, she worked with the Electoral Commission as a Commissioner. She currently serves as Board Chairman for Development Associates International and represents Africa on the Haggai International Board.
Kisaka is an adjunct professor with Development Associates International (www.daintl.org) who run graduate leadership courses at various universities in Africa and Asia.
Dorothy is a dynamic communicator and a staunch Christian who is regarded by friends and workmates as a person of impeccable integrity.
Married to a husband with four children, Dorothy is also a strong advocate for the placement of abandoned children in families around Uganda.
