General Moses Ali is a well-known Ugandan politician and retired military officer who served in the NRM regime. He is currently the Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament.

He has however held several positions in the Ugandan Parliament including the previous positions of the Third Deputy Prime Minister and Deputy Leader of Government Business in the Ugandan Cabinet.

Early Life and Education

Moses Ali was born on 5th April 1939 (age 83) in Meliaderi, Atabo Parish in Pakele Division in Adjumani District, formerly Madi district in Northern Uganda.

He was born to Muhammad Ali (father) and Veronica Porsche Ali (mother) both from the Adjumani district.

Moses Ali started his education journey at Erepi Church of Uganda where he sat for his Primary Leaving Examinations in 1957.

From 1958 to 1959 he went to Church of Uganda Junior S. S. for his Junior School Certificate. And then from 1964 to 1966, he went to Old Kampala S.S. for his General Certificate of Education.

In 1968, he undertook a certificate in Officer Cadet Training in Israel. He then went on to undertake another certificate in Paratrooper Instructors Training in Israel in 1969. 

In 1970, he undertook a certificate in Company Commanders Course in Israel. In 1972, he passed Staff College (PSC) at Camberly Staff College in the United Kingdom. 

In 2003, he got a certificate in Higher Education in Law at the University of Wolverhampton. From 2003 to 2007, he went for a Bachelor of Law (Hons) at Makerere University in Kampala and then from 2007 to 2008, he did a Diploma in Legal Practice at Law Development Centre. 

In 2015, he did a Master of Arts in Intelligence Studies at American Military University.

Career and Professional Work Experience

In 1969, he was appointed Officer in Charge of Training and Commissioned to the Rank of 2nd Lieutenant in the Uganda Paratrooper School. He was promoted to the rank of Major and appointed Commander of the Paratrooper School in 1971.

In 1972, he was raised to the position of Colonel, awarded the following honours and appointed Minister of Provincial Administration (Interior); Military Cross Operational, Republic, and Distinguished Service Order Medals.

In 1974, he was given a Brigadier-level promotion. In 1975, he was chosen to be the minister of finance. On 27th, July 1986, he was nominated Youth, Culture, and Sports Minister.

In 1989, he was the member-elect of the National Resistance Council (NRC), East Moyo. On 18/11/94, he was awarded the position of Minister of Tourism, Wildlife, and Antiquities.

On 17/07/95, he was appointed as the third deputy prime minister and tourism, wildlife, and antiquities minister.

In 1996, he was the elected representative for the East Moyo-Adjumani District and appointed as the ministry’s second deputy prime minister and minister of trade and industry.

On 26/9/2000, he was appointed as the second deputy prime minister and minister of internal affairs. On 26/6/2001, he was a Member of Parliament for the East Moyo Constituency re-elected.

On 24/7/2001, he was reappointed as the second deputy prime minister and minister of refugee and disaster relief. On 13th, March 2003, he attained the position of Lieutenant general.

On 23/05/2003, he was appointed First Deputy Prime Minister and Minister of Refugees, Relief, and Disaster Preparedness.

He was the third Deputy Prime Minister/Deputy Leader of Government Business in Parliament appointed in June 2011.

Gen Moses Ali secures NRM flag for Adjumani West

Second Deputy Prime Minister Gen Moses Ali has once again carried the National Resistance Movement (NRM) flag for Adjumani West County, after winning the party’s primary elections with 8,609 votes.

The 86-year-old veteran politician brushed off three challengers — Nixon Owole, who polled 4,492 votes, Moses Kibrai with 1,454, and Santos Gabriel Adrawa with 810.

Ali, who has represented the constituency for decades, told supporters during the campaign that he was seeking what he called a “final term” to finish what he had started in Parliament.

His campaign pledges centered on infrastructure and services. He promised to lobby for a bridge at Laropi across the River Nile, press for the upgrading of health facilities including a Health Centre IV, and push for the tarmacking of the Laropi–Moyo–Afoji road. Expanding rural electricity connections and improving access to clean water were also among his priorities.

1967-1968 employed as a teacher at the Anaka Catholic Girls School and the Kotch Goma Church of Uganda Primary School. In 1975, he was the recipient of the second-highest Islamic Republic of Mauritius decoration.

In 1976–1978, he was appointed as the committee’s chairman for foreign exchange allocation (Cabinet Sub-Committee)

He also became the Chairman of the Central Tender Board and National Authorizing Officer for EEC-ACP Programs in Uganda. He was appointed as a council member of Makerere University.

He was appointed as chairman of the valuation committee (Responsible for negotiating with governments whose citizens left the property in Uganda in 1972).

In 1978, he was granted the right to use the initials “F.I.B.A.” after being elected to the Grade of Fellow membership in the International Bankers Association. From 1978 to 1979, he was appointed as the head of the Islamic Development Bank of Governors.

On 16/07/79, saw him elected as the head of the Uganda National Rescue Front (UNRF) in Juba, Southern Sudan.

In 1987, in Moyo, he was chosen as a National Executive Committee (NEC) member.

In East Moyo County, he was chosen to represent the National Resistance Council (NRC). In 1989, he was elected to the council of the Islamic University of Uganda. The Islamic University of Uganda elected him as its chairman of the finance committee.

In 1994, he was elected chairman of the Uganda Football Association Delegate (CA) for the East Moyo Constituency Assembly, elected.

On 4/07/96, he was the representative chosen by the Parliament’s Appointments Committee. On 02/07/98, he was elected as a National Executive Committee Member of the Movement.
