Major General Gregory Mugisha Muntuyera, commonly known as Mugisha Muntu, is a Ugandan politician and retired military officer.

He established a political party in March 2019 called the Alliance for National Transformation (ANT), where he currently serves as the president.

Early Life and Education

Mugisha Muntu was born on October 7, 1958, in Kitunga village in Ntungamo District, Ankole sub-region, Western Uganda where he was raised before moving to Kampala for the Liberation war of 1886.

He was born to the late Enock Ruzima Muntuyera (father) and late Aida Matama Muntuyera (mother) who were both confidants of President Obote and state functionaries.

He is married to Julia Kakonge Muntu, who he dated for a year before their official marriage in 1992. They have a daughter who was born in 1996 and a son who was born in 1993.

He went to Mbarara Junior School, Kitunga Primary School and Kitunga High School where he received his UCE and UACE Certificate in Mbarara. (The name of Kitunga High School was later changed to Muntuyera High School in honour of his father by Obote).

Muntu also went to Makerere College School before graduating with a degree in political science from Makerere University, where he also served as the vice president of the student union.

Career and Professional Work Experience

Mugisha Muntu joined the guerilla National Resistance Army of Yoweri Museveni the day he passed his university examinations, to the disgust of his family and President Obote, who considered him a son. 

He was shot in the chest early on in the revolt, but after receiving care in Kampala, he pulled through.

After the NRA’s victory in 1986, he later became the head of Military Intelligence. He oversaw military intelligence units that included Paul Kagame, who would later lead Rwanda as president.

Before taking charge of a division in Northern Uganda, Muntu completed more specialized military training in Russia. Within the UPDF, he attained the rank of Major General. Senior officers in the Ugandan military took notice of his quick promotion and he later would lead the UPDF as Commander.

Later, the position’s title was changed to Chief of Uganda’s Defense Forces. He managed the demobilization of many army divisions in his capacity as army chief. Maj. Gen. Muntu’s rapid promotion to the top of the NRA/UPDF has been attributed by observers to his standing as a trustworthy and obedient officer to the President of Uganda.

This commitment was repaid by the President’s backing throughout Muntu’s several disputes with army units who said he was attempting to drive them apart. Prominent among these were the so-called ‘uneducated’ officers, led by Major General James Kazini. 

Muntu was accused of causing a division within the army by displaying preferential treatment to educated commanders while sidelining those he considered unintelligent.

Muntu served as a legislator and member of the constituent assembly from 1994 to 1995. He was demoted from the army command and appointed as a minister, a job he politely declined, after objecting to Museveni’s political and military philosophies. 

He was chosen by the Ugandan Parliament’s members to be one of the country’s nine delegates to the East African Legislative Assembly (EALA) in November 2001.

Bobi WineHenry TumukundeNorbert Mao, and Patrick Amuriat Oboi, who were also running for president in the opposition, as well as Muntu, decided to create an alliance on November 21, 2020.

Achievements and Awards

Retired Major General Mugisha Muntu was one of the 96 recipients of golden jubilee medals marking the country’s 50th anniversary of independence, the president of the Forum for Democratic Change Party (FDC).

At a vibrant coming-of-age ceremony held at the Serena International Conference Centre in Kampala, former Forum for Democratic Change president Gen (rtd) Mugisha Muntu introduced the Alliance for National Transformation (ANT), a new breakaway political party, in his pursuit of change and the presidency.

He is a major general who retired after leading the National Army for nine years. He served in the Ugandan Parliament, the Constituent Assembly, and the East African Legislative Assembly as a representative of Uganda (EALA). He was also the party leader and mobilization secretary for the Forum for Democratic Change.

Controversies

Gen. Mugisha Muntu has stated he will not sign a petition to bring President Yoweri Museveni before the ICC since it won’t necessarily result in a change of government.

With the emergence of the Alliance for National Transformation (ANT), a new political party led by former major general Greg Mugisha Muntu, Ugandans are once again entering a crescendo of a benign political incident during this period that some regard as a surge in national “discontent.”
