Ibrahim Kibuuka Bbosa is a Ugandan communications and public relations expert with extensive experience in senior roles across both government and private organizations. 

As of October 2024, he serves as the Head of Public and International Relations and Spokesperson at the Uganda Communications Commission (UCC), the regulatory authority for Uganda’s communications sector.

Over the years, Bbosa has held leadership positions at several key institutions, including Uganda Revenue Authority (URA), Uganda Electricity Distribution Company Limited (UEDCL), Uganda National Bureau of Standards (UNBS), and Uganda Red Cross Society.

He is regarded by many as a friendly publicist. 

Education Background

Ibrahim Kibuuka Bbosa began his higher education at the Islamic University in Uganda (IUIU), where he graduated with a Bachelor’s Degree in Business Studies and later returned as a lecturer. 

He went on to complete a Master’s Degree in Communications Management at the University of Rwanda, as well as a Postgraduate Diploma in Marketing from the London School of Marketing.

Career and Professional Work Experience

In October 2024, Ibrahim Kibuuka Bbosa assumed the role of Head of Public and International Relations and Spokesperson at Uganda Communications Commission (UCC), succeeding Rebecca Mukite, who had been serving in an acting role.

Before joining UCC, he worked at the Uganda Revenue Authority (URA), where he was appointed Assistant Commissioner of Public and Corporate Affairs in December 2021, also doubling as the institution’s spokesperson. In this capacity, he took over from Ian Rumanyika.

In May 2024, his role shifted to lead the Tax Education Department, where he prioritized public awareness and outreach. 

Under his leadership, tax education was elevated into a fully-fledged division, leaving behind a technically skilled team capable of delivering tax literacy nationwide. 

On August 31, 2024, he officially announced his resignation from URA, with his last day marked as September 30, 2024. He noted that the move was the result of thoughtful evaluation of his career aspirations, with the encouragement of his leadership to take on a new path. He was later replaced by Robert Kalumba.

Ibrahim Kibuuka has also previously worked with the Uganda Electricity Distribution Company Limited as a Marketing Specialist, the Uganda National Bureau of Standards as the Principal Marketing Officer, and the Uganda Red Cross Society as the Corporate Fundraising Officer.

During his time at URA, Ibrahim Bbosa played a central role in steering communication and public engagement during a period of major institutional reforms under Commissioner General John R. Musinguzi
