Ibrahim Kironde Kabanda is a Ugandan businessman, investor, and entrepreneur. 

He formerly served as the chairman of the Uganda Revenue Authority (URA).

Kironde is largely involved in the investment and real estate industries.

Early Life and Education

Ibrahim Kironde Kabanda was born in Uganda.

Career and Professional Work Experience

The board of directors of the Uganda Revenue Authority (URA), which had been in existence since August 1997, was dismissed in June 2004, and a new one was constituted.

Dr Eric Adriko, who had spent two terms as chairman, was replaced by Ibrahim Kironde Kabanda.

Kironde held the position from 2004 until his retirement in 2010.

In 2013, Muwenda Mutebi II, the Kabaka of Buganda granted power-of-attorney to three individuals, including Kabanda, to prosecute the National Water and Sewerage Corporation for constructing a sewerage treatment facility on his territory in Lubigi without his permission.

Prince Daudi Kintu Wasajja and Godfrey Kaaya Kavuma were the other two individuals.

Ibrahim Kironde Kabanda is a serial investor with a diverse portfolio of East African real estate holdings, including several successful land transactions in Kenya.

In 2015, he was the second largest non-institutional shareholder in Stanbic Bank (Uganda) Limited, with a stake of UGX: 6.7 billion.

Achievements and Awards

Ibrahim Kironde Kabanda is one of the Uganda Securities Exchange’s wealthiest investors. He had a 0.42% interest in Stanbic Uganda Holdings worth $1.58 million by September 2021.

As of July 2023, he has a 0.53 per cent investment in Stanbic Uganda, valued at $1,931,286.

For the fiscal year 2014, he earned UGX 337 million as Stanbic Bank’s second-largest retail investor. This resulted from a UGX 6.7 billion investment.

Controversies

During Kabanda’s administration, it was claimed in January 2008 that persons from the west, where President Yoweri Museveni hailed took the majority of employment in the Uganda Revenue Authority (URA).

As a result, the parliamentary commissions and statutory authorities committee requested that the URA reveal the list of employees in order to clarify the air.

Ibrahim Kironde Kabanda, the Board’s chairman at the time, gave the list to MPs to defend the claims.

However, the list only included five board members and 23 commissioners, leaving excluded other staff. It also failed to mention the employment qualifications as asked by the committee.

When Kironde admitted he didn’t know in which district one of the board members was from, tempers exploded. Fred Bukeni Gyabi questioned if he had no idea, how would he convince them that the list was correct.

The central region employed the most people (33% of the total of 1,716 employees), followed by the western region (32%). The east received 24%, while the north received 11%. 

Two of the six board members were from the central region, three from the western region, one from the east, and none from the north. In contrast, 10 of the 23 commissioners were from the central region, seven from the west, four from the east, and one from the north.

However, MPs disagreed on whether the areas were fairly represented. The list did not satisfy the committee because it lacked names and professional qualifications. Committee chairman John Odit said they couldn’t tell if the occupations were informal or professional.
