Career and Professional Work Experience
Eng. James Beronda’s career has primarily been in the public sector, with a deep focus on expanding ICT access in Uganda. He has worked with Uganda Communications Commission (UCC) for over 13 years in different positions.
He joined UCC in July 2012 as the Technical Manager of the Rural Communications Development Fund (RCDF), a Universal Service Fund. He managed the technical aspects of this fund till October 2020.
During his tenure as the RCDF Technical Manager, he was also appointed the Head of Research & Service Development to lead research efforts that enhance service delivery. He simultaneously served in this capacity from February 2019 to October 2020.
Following the evolution of the fund from RCDF (Rural Communications Development Fund) to Uganda Communications Universal Service & Access Fund (UCUSAF), which now works under an expanded mandate involving digital inclusivity and beyond strictly rural connectivity, James Beronda was appointed as the Head of Technical Services.
He served as the Head of Technical Services for UCUSAF from October 2020 to June 2024, before fully transforming to be the Director of UCUSAF, having been appointed in April 2024.
Prior to working with UCC, James Beronda had been a Fiber Optic Transmission Engineer with Unicom Africa. He served in that position for three years from February 2009 to June 2012.

He has overseen its transition from the Rural Communications Development Fund (RCDF) to the broader UCUSAF mandate, steering it through multiple strategic cycles: RCDF II (2010 – 2016), III (2017 – 2023), and now UCUSAF IV.
Beronda has been involved in projects that deliver hardware (tablets), facilitate digital learning, provide educational content, and bridge gaps in connectivity and access in under-served rural and urban areas. For example, via UCUSAF, over 150 tablets with hard covers, solar panels, and pre-installed data were distributed in Kalungu District.
