James Baba, sometimes known as James Boliba Baba, is a Ugandan politician, administrator, and former diplomat.
He is the former Ugandan Ambassador to Japan.

Early Life and Education

James Boliba Baba was born in Koboko District, Uganda on 5 October 1945.
James Baba holds a Bachelor’s degree in Arts in history from Makerere University.
He also holds a postgraduate diploma in international relations which he obtained in 1975 from the University of Nairobi.
While in New York City In 1993, he was awarded a Master of Arts degree in public administration from St. John’s University in Queens.
James Baba is a married man with children.
Career and Professional Work Experience

James Baba has spent the majority of his adult life in Uganda’s diplomatic service. Between 1973 and 1986, he worked in a variety of nations ranging from the Democratic Republic of the Congo, then known as Zaire, to Denmark and the People’s Republic of China.
He was Uganda’s Ambassador and Deputy Permanent Representative to the United Nations in New York City from 1991 until 1994.
He later worked as the Director of the Africa Department in Uganda’s Ministry of Foreign Affairs in Kampala.
Between 1998 and 2001, he was the Foreign Affairs Ministry’s director of regional cooperation.
James Baba then served as Uganda’s ambassador to Japan between 2001 and 2005.
He entered electoral politics in 2006, when he won the parliamentary seat of “Koboko County”, Koboko District, and served as the MP until 2011.
That same year, he was appointed Minister of State in the Vice President’s Office until 2011.
During the 2011 National election cycle, he was defeated in the National Resistance Movement primary for the position of Koboko County representative in parliament by Ahmed Awongo.
He was named State Minister for Internal Affairs on May 27, 2011, and served in that capacity until June 2016. He took over for Matia Kasaija, who was named State Minister of Finance for Planning.
As a result of his cabinet ministerial post, he also became an ex-officio Member of Parliament [representing no constituency].
In 2011, he was again appointed Minister of State for Internal Affairs, a position he maintained until June 2016.
James Baba was re-elected Member of Parliament for Koboko County in 2016.
He was also re-elected as Koboko County’s representative in the 2021 general elections with a landslide victory of 10,609 votes.
James Baba is a member of the East African Community Affairs Committee in Uganda’s current parliament.
Achievements and Awards

James Baba’s accomplishments were produced not only as a diplomat, but also as a State minister in the Vice President’s Office, a State minister for Internal Affairs, and a Member of Parliament.
As an ambassador, James promoted Uganda, making it known and appreciated wherever he worked.
In June 2018, Hon James Boliba Baba was awarded for his commitment to the restoration and enhancement of bilateral relations between Japan and Uganda.
He was awarded the Order of the Rising Sun, Gold and Silver Stars by the Japanese government in appreciation of his contributions as Ugandan Ambassador to Japan from 2001 to 2005.
Japan has continued to undertake infrastructure development in Uganda through grant financing since then, including the construction of the Nile Bridge in Jinja.
He also marketed Ugandan goods to Japan, including Arabica coffee, vanilla, sesame, and Nile perch earning the country over US$20 million.
James Baba has played an important role in assisting Ugandan orphans in partnership with the Japanese NGO Ashinaga.
