Early Life and Education
John Mulimba was born on July 25, 1972 in Butongi, Bulumbi, Busia District.
He has a bachelor’s degree in social development from Makerere University, a master’s degree in business administration from the Makerere University Business School, and a bachelor’s degree in marketing and sales from the University of Wales.
Career and Professional Work Experience
John Mulimba’s background includes business management, social development, marketing, human resource management, health, and family education. He is an all-around politician.
Between 2018 and 2020, he served on the National Governmental Organization Bureau Board of Directors. From 2016 to 2020, he served on the Busitema University Council.
Mulimba was chosen to represent the Samia Bugwe constituency in the parliament in 2011 on the National Resistance Movement ticket.
He held office until 2016 when he lost it to Gideon Onyango. Mulimba was removed from office in retaliation for his lavish lifestyle and disregard for his constituents.
He served on a number of committees during the 9th Parliament, including COSASE and Trade, Cooperatives, and Industry. In the 2021 election, he reclaimed the seat.
Between 2001 and 2010, Hon. Mulimba served as a counselor for Bulumbi Sub-County in the Busia District.
Between 1997 and 2001, he also held the position of Busia District Chairman for the National Resistance Movement.
He serves as the Society Empowerment Network’s managing director as well. He continues to represent the residents of Samia Bugwe County North as a member of Uganda’s 11th Parliament.

Controversies
In August, Hon. John Mulimba issued a warning against posting pictures of the Afghan refugees being housed in the nation, claiming that doing so could endanger national security.
Mr Mulimba informed President Museveni, who was addressing NRM leaders as part of his campaign in the region, that “the people, who lost their property and family during the 1988 Uganda-Kenya Busia border conflicts have never been paid.”
Speaking to KFM, the Minister of State in charge of Regional Affairs, John Mulimba, claims that in contrast to the 2007 Kenya elections, which were marred by violence and left Uganda unprepared, the government this time has a thorough plan in place.
