Kituuma Rusoke is a Ugandan public servant and the Assistant Commissioner of Police (ACP).

He currently serves as the Press and Public Relations Officer, which also doubles as the Spokesperson of the Uganda Police Force since July 2024.

Kituuma’s career is defined by strong experience in front-line command and operational leadership before his shift to public affairs.

Early Life & Family

Kituuma Rusoke was born in Kyenjojo District, located in the Tooro sub-region of Uganda. He is a Mutoro by tribe.

His father was the late Kajabagu Karusoke, a senior lecturer at the National Leadership Institute in Kyankwanzi.

He is a family man with a wife and children.

Education Background

Kituuma Rusoke obtained a Bachelor of Arts in Social Sciences from Makerere University, graduating in 2004. 

He later upgraded with a Master of Arts in Peace and Conflict Studies from Makerere University and graduated in 2024. 

Kituuma also holds a Certificate in Institutional Leadership and Management from the Uganda Management Institute.

Career and Professional Work Experience

Kituuma Rusoke has an extensive background of over 17 years in law enforcement from different regions in Uganda.

He started his career in Uganda Police Force (UPF) as a Cadet on 1 September 2007, training at the Police Training School in Kabalye, Masindi District. 

His first posting was in Entebbe, where he acted as an Officer-in-Charge of Operations. 

He has served in multiple District Police Commander (DPC) roles, including in Old Kampala, Mitooma, and Kiboga among others, under the Wamala Region. 

He also worked with Kampala Capital City Authority (KCCA) as Manager of Security and Enforcement Operations from March 2014 to November 2020.

Later, ACP Kituuma was promoted to regional leadership roles: he has been the Regional Police Commander (RPC) for East Kyoga (December 2020 – June 2022), Busoga East (July 2023 – August 2023), and Rwizi Region (August 2023 – July 2024).

In July 2024, Kituuma Rusoke was appointed by the Inspector General of Police, Abbas Byakagaba to be the Press and Public Relations Officer (Spokesperson) for Uganda Police, replacing Senior Commissioner of Police (SCP) Fred Enanga

Throughout his career, Kituuma has held roles combining operations, command, and public relations, giving him experience in both frontline policing and in leadership/strategic functions. 

As spokesperson, he has publicly committed to strengthening media relations, transparency, trust, and integrity in police communications. 

In previous roles, such as District and Regional Commander, he has overseen law enforcement operations, enforcement of law and order, security and command functions in varied settings.

Rising through the ranks since joining in 2007 to become an ACP and police spokesperson is itself a mark of notable professional progression. 

In 2023, Kituuma Rusoke was appointed a member of the Police Council, which handles recruitment, appointment, promotion up to the Inspector of Police rank, disciplinary control, and advice on rank structure.
