Who is Ronald Balimwezo? Balimwezo Ronald Nsubuga is a Ugandan politician, civil engineer, and community leader.

He is the current Member of Parliament for Nakawa East and the Chairperson of the Kampala City Roads Committee. 

Balimwezo is politically affiliated with the National Unity Platform (NUP) party.

Early Life and Education

Balimwezo Ronald Nsubuga was born in Nakawa Division, Kampala, Uganda in 1975. 

Nsubuga is the son of the late Mr James Balimwezo and Mrs Elizabeth Balimwezo.

He attended Nakawa Primary School for his primary studies and Nakawa Secondary School for his secondary education.

In 1995, Balimwezo was admitted to Makerere University, where he studied Civil Engineering. 

He graduated with a Bachelor of Science in Civil Engineering in 1999. He then went on to earn a Master of Science in Civil Engineering from the same university in 2001.

Career and Professional Work Experience

Balimwezo Ronald Nsubuga’s political career spans a period of over two decades.

In 2006, he was elected as a councillor for Nakawa Division. He served as a councillor for two terms, from 2006 to 2011. 

In 2011, he was elected as Mayor of Nakawa Division. He served as Mayor for two terms, from 2011 to 2021.

In 2021, Balimwezo was elected as a Member of Parliament for Nakawa East. He is currently serving his first term in Parliament.

Balimwezo is also a member of a number of other community organizations, including the Nakawa Division Business Community Association and the Nakawa Division Youth Council.

Eng. Balimwezo was elected unanimously to chair the KCCA Roads Committee which was instituted on 04 May 2023. The KCCA Roads Committee is an oversight group for city road maintenance and repairs, as well as for managing maintenance finances granted by the Uganda Road Fund.

Achievements and Awards

Balimwezo has been recognized for his work in the community. In 2015, he was awarded the “Best Mayor” award by the Uganda Local Government Association. 

He is well-known for his dedication to public service and commitment to improving people’s lives.

He is a passionate advocate for the development of Nakawa Division, and he is committed to working with the people to make Nakawa a better place to live.

He has also been awarded the “Outstanding Community Leader” award by the Nakawa Division Business Community Association.

He was appointed as a Ugandan Ambassador for the environment by the Minister of Water and Environment in 2022.

During his employment as a lecturer at Kyambogo University and as a project designer and manager for several building projects, Balimwezo has trained and supervised engineers, technicians, artisans and many other professionals. 

Mayor Balimwezo has also won numerous international endorsements, the most recent of which was being chosen by the US Government to participate in the famous “US, State, and Local Government for Emerging African Leaders” Programme. 

In addition, he serves as an honorary Ambassador for the Korean Community in Uganda.

Ronald leads a number of civil society organisations and corporate bodies, and he serves on the honorary committee of the Global Social Economy Forum 2018.

He is also the Founder of Balimwezo Community Foundation, a community-based organization that fosters pro-poor and economically disadvantaged communities programs in the Nakawa Division.

Controversies

In 2015, he was accused of corruption by the Anti-Corruption Coalition Uganda. The coalition alleged that Balimwezo had misused public funds while he was Mayor of Nakawa Division. Balimwezo denied the allegations and the case was eventually dropped.

In 2017, he was accused of land grabbing by a group of residents in Nakawa Division. The residents alleged that Balimwezo had illegally acquired their land. Balimwezo denied the allegations and the case is still pending in court.

In 2021, he was accused of electoral fraud during the Nakawa East parliamentary elections. The allegations were made by the runner-up in the elections, and the case is currently being investigated by the Electoral Commission.

Balimwezo has also been criticized for his close ties to the ruling National Resistance Movement (NRM) party. Some people believe that Balimwezo is too close to the NRM and that he is not independent enough.
