Ronald Kibuule is a politician and social worker from Uganda. 

Kibuule is a former Member of Parliament for Mukono County North having served in Uganda’s ninth and tenth parliaments.

He was also previously the State Minister for Water at the Ministry of Water and Environment.

Kibuule is politically affiliated to the National Resistance Movement (NRM) party. 

Early Life and Education

Ronald Kibuule

Ronald Kibuule was born in Kasenge Village, Nama sub-county, Mukono District, Uganda on January 20, 1984, to businessman Zefania Lusebeya and the late Grace Naguta.

Kibuule has three children, Natasha, Orishaba, and Samantha from his two wives Fortunate Alindinda Kibuule and Esther Kibuule.

Ronald Kibuule received his primary education at St. John’s Education Centre in Mukono Town where he finished his Primary Leaving Examinations.

Kibuule participated in a school play as the President of Uganda while still in primary school. 

Al Hajji Moses Kigongo, the vice chairman of NRM happened to be the guest of honor at that function and he got interested in Kibuule. 

He later introduced him to NRM leaders, including Amama Mbabazi, the party’s former secretary-general and Yoweri Museveni, the party’s chairman and the President of Uganda. Mbabazi, the Minister of Security at the time, paid Kibuule’s school fees at high school and university.

Ronald Kibuule finished his O-Level education in 2002 and sat for his A-Level education examinations at Mukono Parents High School in 2004.

He enrolled at Uganda Christian University in 2005 and earned a Bachelor of Arts in Social Works and Social Administration in 2008. 

Career and Professional Work Experience

Ronald Kibuule was a counsellor for Kasenge Parish in Nama-sub-county from 2006 to 2011.

He was then elected to the Mukono County North parliamentary seat in 2011. On May 27, 2011, he was appointed State Minister for Youth and Children, a position he held until March 1, 2015.

On March 1, 2015, Ronald Kibuule was named State Minister for Water Resources in the Ugandan Cabinet, succeeding Betty Oyella Bigombe.

In the 2016 general elections, Ronald Kibuule was re-elected as the Member of Parliament for Mukono North County. 

He lost his Member of Parliament seat for Mukono County North in 2021 after attempting to use military force to overturn the Electoral Commission ruling. Hon. Abdallah Kiwanuka of the National Unity Platform (NUP) took his place.

Kibuule was likewise removed from his ministerial position by the president after a few months.

Achievements and Awards

During his tenure in Mukono District and national politics, he made acquaintances with several Chinese businessmen who have established enterprises, factories, and warehouses in Mukono District, particularly along the Kampala-Jinja Highway.

Controversies

Ronald Kibuule is well-known for his conservative viewpoints, as well as his controversial words and acts.

Kibuule made questionable statements in 2013 indicating that police should charge rape victims who were indecently dressed. In an address to youths in Kajara County’s Ntungamo District, he stated that police should determine the attire of rape victims and release rapists if the victims are inappropriately dressed. 

Kibuule defines indecent dress as bikinis, miniskirts, and skintight jeans. Members of Parliament demanded that he had self-control, requested him to apologize and questioned why he would mislead men “by saying that it is okay for them to rape women who wear short skirts.”

The minister stated on the House floor that his words had been misinterpreted.

Kibuule was accused of assaulting a female guard in August 2016. This prompted human rights charity Chapter Four Uganda to file a complaint. 

Kibuule had gone to a bank and refused to be examined by security guard Hellen Obuk. He began a verbal assault and attempted to beat her. 

Later, Hellen Obuk was apprehended by a group of about 6 police officers on two patrol pick-ups from Mukono Police Station who abused her physically and mentally rendering her hospitalized.

During the age restriction discussion in 2017, Kibuule allegedly carried a gun to parliament and threatened MP Ibrahim Ssemuju. Parliament Chairwoman Kadaga suspended him.

In 2017, he was also charged with threatening David Musisi Kalyankolo, a Bukedde Television correspondent in Mukono District.

It is reported that the Minister purchased 85 acres of land from one Musa Kateregga in Najja sub-county, Buikwe District, Eastern Uganda with tenants but refused to compensate them.

Ronald Kibuule was charged in February 2021 with assisting in the kidnapping and torture of National Unity Platform supporters in Mukono North. 

Kibuule was defeated in the January 14 elections by Abdallah Kiwanuka. He attempted to overturn his defeat by sending armed forces to force the Electoral Commission to declare him the winner, but he was unsuccessful.

Kibuule was ousted from Museveni’s cabinet in May 2021 after becoming controversial in his Mukono district.
