Rose Lilly Akello is a politician and social worker from Uganda. She is the current Woman Member of Parliament for Karenga District. 

Rose has represented Kaabong District and Karenga District in Parliament since 2011 and is a member of the ruling party, National Resistance Movement. 

Hon. Rose Akello is also the Minister of State for Ethics and Integrity in the eleventh Parliament.

Early Life and Education

Rose Lily Akello was born on December 23, 1971. She finished her primary studies at Kotido Mixed Primary School in 1986. In 1990, she received her Uganda Certificate of Education from Kangole Girls S.S. 

She later enrolled in Moroto High School and earned her Uganda Advanced Certificate of Education in 1993. 

In 1996, she graduated from the National College of Business Studies in Nakawa with a diploma in Hotel Management Studies. She additionally earned a diploma in Social Work and Social Administration from the Nsamizi Institute of Social Development in 2004.

She graduated from Uganda Martyrs University with a Bachelor’s degree in Democracy and Development Studies in 2013. Rose was accepted to study in China for a Certificate in Political Science and Administration, which she finished in 2014.

Rose is married. 

As part of her hobbies, he enjoys reading, playing netball, listening to gospel music, social mobilisation, counselling, environmental preservation, and conflict resolution.

Career and Professional Work Experience

Rose Akello served as a teacher at Komukuny Girls Primary School from 1993 to 1994. 

She also served as the Senior Stores Assistant at Karamoja Development Agency, Office of the President from 1995 until 2002. Between 2002 and 2005, she was a member of the Kotido District Tender Board. 

She has been the director of the Mowoin Women’s Group in Kaabong District since 2003. She worked as a project assistant for Oxfam GB’s Kotido Field Office in 2007. Rose also served as a member of the Kaabong District Service Commission from 2000 to 2010.

In the 2011 General elections, she contested as the Woman Member of Parliament for Kaabong District and won serving in the ninth parliament. 

However, in the 2016 General elections, Rose lost the seat to Christine Tubo Nakwang. Tubo was later accused of bribing voters in at least six polling stations and the election results were nullified. After defeating Tubo in the 2017 by-elections, Rose Akello was elected again as the Kaabong District Woman MP serving in the tenth parliament as well.

When Karenga District was created from Kaabong District on July 1st, 2019, Rose chose to represent Karenga District rather than Kaabong District. She contested the 2021 General elections for the position of Woman MP, Karenga District. 

Akello under the National Resistance Movement ticket garnered 10,659 votes and won the election over her only competitor Akot Santina Iboi who garnered 3,640 votes as an independent candidate.

Rose Akello was appointed in 2021 as the Minister of State for Ethics and Integrity by President Museveni to serve in the eleventh Parliament.

Controversies

Rose Akello was among the strong voices behind the attempted banning of the Nyege Nyege festival in Uganda in 2022. As the State Minister for Ethics and Integrity, Rose explained that the event promoted immorality which was not wanted in Uganda hence the reason why the government wanted to ban it. 

When the opposition persisted, she later said that the event could only happen if children below eighteen years weren’t supposed to attend and no individuals were to attend naked or wear any clothing that promoted any kind of body exposure. 

The festival, however, ended up taking place normally much to the satisfaction of many citizens.
