Rosemary Nansubuga Sseninde is a politician and educator from Uganda. 

She is the current Director of Mobilisation, Cadre identification, Recruitment and Placement for the National Resistance Movement (NRM) party.

Rosemary is also the former State Minister for Primary Education in the Ugandan Cabinet. In addition, she served for two decades as the Women’s Representative for Wakiso District in the Ugandan Parliament.

Early Life and Education

Rosemary Seninde was born on January 7, 1965, in Wakiso District. Since October 12, 1985, Rosemary Nansubuga Sseninde has been married to Zephaniah Kizza Kikoba Walube Sseninde. 

She is a mother to seven children and Jean Sseninde, one of her daughters, plays professional soccer for the London Phoenix women’s squad in the English Second League.

She completed her early education at St. Agnes Boarding Primary School in Naggalama. After that, she studied for her O-Levels at St. Joseph’s Senior Secondary School in Nsambya, where she eventually graduated in 1982.

She then completed her A-Level studies at Trinity College Nabbingo in 1985.

Rosemary earned a Teaching Certificate from Lady Irene College in 1997, an institution that is currently a part of Ndejje University. 

The year after that, she completed a 10-week course in Hyderabad, India’s National Institute of Small Industries Extension Training (NISIET), earning a certificate.

She received a Diploma in Education in 2001 from the Institute of Teacher Education (ITEK), which is currently a part of Kyambogo University. 

In 2005, Rosemary received a Bachelor of Arts in Human Resource Management from Makerere University. 

Rosemary received a Master of Arts in ethics and public management later in 2009.

Career and Professional Work Experience

Rosemary Sseninde started her career in education in 1987 as a teacher at a boarding elementary school, where she worked until 1994. 

She later changed schools and began working as a teacher at Wampeewo Senior Secondary School, where she remained until 2000. She worked as a tutor/instructor at Shimoni Teacher Training College in 2001 for less than a year.

She entered electoral politics in Uganda in 2001 where she won a seat in the parliament as the Women’s representative of Wakiso District. She was repeatedly elected in 2006, 2011 and 2016 for the same position. 

In the 2021 General elections, Seninde was defeated by Betty Naluyima, a NUP candidate bringing an end to her 20-year term as the Wakiso District Women’s representative since it was created in 2000.

On June 6, 2016, she was appointed to serve in the Ugandan Cabinet as the State Minister for Primary Education, taking John Chrysostom Muyingo’s place as he transitioned into his new role as State Minister for Higher Education. She held this position until 2021.

In 2021, she was appointed to her new role as the NRM Director in charge of Mobilisation, Cadre identification and placement replacing Mathias Kasamba who died early in 2021.

Achievements and Awards

Rosemary is the Founder & Chairperson of the SSENINDE Foundation, an initiative to inspire young girls to play football and also to empower women and youth in communities through education and skills training.

Controversies

Equally disputing the allegations that they are buying votes during their campaigns, Rosemary Seninde, the NRM’s director for mobilization, argued that they are familiar with the rules set forth by the electoral commission. 

She claimed that giving their followers a “drink” after a meeting or campaign was not illegal.
