Samuel Odonga Otto is a Ugandan Attorney, politician, businessman, father and husband. Otto serves as the Uganda Law Review for Aruu County Constituency in Pader District, in the Northern Region of Uganda. 

He has represented Aruu County since 2001.

Early Life and Education

Samuel Odonga Otto was born on 11 November 1977 in Pader District, Acholi Sub-Region in Northern Uganda.

Otto attended Gulu Primary School completing his Primary Leaving Examinations (PLE) in 1990, then Sacred Heart Seminary, Lacor, where he completed his O-Level studies in 1994. 

After, Otto joined St. Joseph’s College, Layibi, in Gulu City, where he completed his A-Level education in 1996.

In 1997, Otto was admitted to Makerere University, the largest and oldest public university in Uganda, graduating with a Bachelor of Arts degree in Social Sciences.

Otto as well holds a Bachelor of Laws degree, awarded by Uganda Christian University, in the Mukono District obtained in 2008. He then proceeded to Law Development Center (LDC), Kampala in 2010; where he was awarded a Postgraduate Diploma in Legal Practice. He is a practising attorney and a member of the Uganda Bar.

He also holds a Master of International Relations and Diplomatic Studies, Makerere University Kampala, Uganda. Theory and practice of parliamentary democracy: A parliamentarian’s perspective.

Work and Experience

Odonga Otto is the managing partner at Odonga Otto and Company Advocates, a Kampala based law firm founded in 2010 that he co-owns with his wife Juliet Oyulu.

Member of Parliament since 2001 on FDC card, but he lost elections in the 2021 general elections on Uganda Economic Party (UEP) to Christopher Komakech, an independent candidate. He crossed over to UEP as the 2021 general elections drew closer.

Chairperson Parliamentary Committee on Government Assurances 2013-2016.

Political career

In 2010, he was elected to the USL, to represent the Aruu County Constituency. 

He worked on the Committee on Budget and the Committee on Finance, Planning and Economic Development.

Otto has been a vocal member of the Forum for Democratic Change (FDC) political party since 2010. However, on numerous occasions, he announced his intentions to quit FDC, during the 2021 election cycle and indeed he moved and joined.

Family

Odonga Otto is married to Juliet Oyulu, a fellow lawyer with whom he co-owns their law firm, Odonga Otto & Company Advocates. Together they have children including two other children from the previous relation Otto was involved in.
