Vincent Bamulangaki Ssempijja is the current Minister of defence and Veteran Affairs in the 11th Ugandan Parliament. He was appointed in June 2021 by H.E. President Museveni.
Before that, he was the Cabinet Minister of Agriculture, Fisheries, and Animal Industry as well as the representative for Kalungu East constituency in the 10th Ugandan Parliament.
Hailing from the Greater Masaka region, Vincent has a great history of leadership and politics in the region.
Early Life and Education
Vincent Bamulangaki Ssempijja was born in Kalungu a district in South Buganda and the Central region of Uganda on November 28, 1956.
He finished his O-Level studies in 1974, and A-Level studies in 1976. He then went on to graduate from Nkumba University in 2007 with a Bachelor of Arts in Public Administration.
He later enrolled in a Masters at the same institution and graduated in 2010 with a Master of Arts in Public Administration.
Family
Vincent Ssempijja married Doryne Nabukonde in 2013 several years after Jennifer, his first wife had passed away. Vincent met Doryne during a performance where she was a member of Babirye’s gospel music group.
Doryne is a secretary at the Ministry of Energy and Mineral Development. She also graduated from Nkumba University with a degree in secretarial and office management.
Ssempijja Vincent’s daughter Justine Nameere is a lawyer by profession and a journalist. She is also an NRM activist and senior mobilizer. His other daughter is Kedrine Namusoke Maria.
Career and Professional Work Experience

Vincent Bamulangaki Ssempijja is a known Ugandan politician. Since June 2021, he has held the position of minister of defence and veteran affairs.
His political career can be traced back to as early as 1993 when he worked as a Special District Administrator for the traditional Masaka from 1993 to 1998.
This was before the separation of the former Masaka District into the Kalungu District, Lwengo District, and Bukomansimbi District. Vincent Ssempijja then served as the L.C. V chairperson for ten years.
He was later elected to serve as “Kalungu County East’s” representative in the 9th Ugandan Parliament in 2011, as an Independent.
On March 1, 2015, President Yoweri Museveni appointed him as the State Minister for Agriculture in a cabinet reshuffle, in Kalungu District.
And then from June 6th, 2016 to 2021, he was assigned to serve as the Ugandan Cabinet’s Minister of Agriculture, Fisheries, and Animal Industry.
In 2021, he sought re-election as Kalungu Country East MP though he lost to Francis Katabaazi Katongole a candidate from the National Unity Platform (NUP).
However, he was later appointed by President Museveni as the Minister of Defense and Veteran Affairs.
Achievements
As the former governor, Vincent Ssempijja is also considered the father of Greater Masaka.
