William Byaruhanga is an attorney and Ugandan businessman.
On June 6, 2016, he was appointed to the position of Attorney General in the Ugandan Cabinet replacing Fred Ruhindi after the cabinet dismissed him.
In July 2021, he was replaced by Kiryowa Kiwanuka as the Attorney General of the Republic of Uganda.
Early Life and Education
William Byaruhanga was born in the early 1960s. He comes from Fort Portal and is a Mutooro by the tribe. Byaruhanga is married to Jackie Byaruhanga.
William Byaruhanga received his Bachelor of Law from Makerere University. Later, he attended the Law Development Center, where he earned a diploma in legal practice. In 1988, he was admitted to the Uganda Bar.
Career and Professional Work Experience

Since 1988, William Byaruhanga has had a lucrative practice career as an outstanding Advocate of the Courts of Judicature of Uganda.
He began his career as an attorney with Hunter & Greg, which would eventually become Katera, Kasibayo, Kagumire & Co Advocates. Later, he joined Binaisa & Co. Advocates.
In 1991, Andrew Kasirye and William Byaruhanga co-founded Kasirye, Byaruhanga and Company Advocates, a privately held Kampala law company where he was the Principal Partner until he was appointed Uganda’s attorney general on June 6, 2016, and became a member of the Ugandan Cabinet.
In 2018, it was alleged that Byaruhanga had pleaded with the President to not reappoint him in his Cabinet so that he could focus on his businesses.
The office of the Attorney General was instead assigned to Kiryowa Kiwanuka on 13th July 2021 relieving Byaruhanga of his duties.
Achievements and Awards
William Byaruhanga has been a member of Centum Investments’ board of directors since October 2016. He is also a Member of the East Africa Law Society and Uganda Law Society.
William Byaruhanga played a key role in the passing of the Bill of Act entitled, “The Succession Amendment Act, 2021”. He urged the committee members to reject the Private Member’s Bill proposed by MP Rosette Kajungu Mutambi because it lacked a research foundation and would destabilise the nation.
Members of the Legal and Parliamentary Affairs Committee endorsed Byaruhanga’s request to propose a Bill on the division of spousal property upon the death of a family head that had been approved by Cabinet.
Byaruhanga owns very large chunks of real estate in Kampala, huge commercial storied buildings along Dewinton road and elsewhere and he is also the owner of the famous Mountain of the Moon hotel located in the Toro and Rwenzori regions.
Controversies

According to William Byaruhanga as the Attorney General, the MPs who utilised the 20 million shillings after the court order engaged in contempt of court, which could result in a fine.
His interpretation of the court ruling that prohibited MPs from using funds from the parliamentary commission to organise the public in the fight against COVID-19 clashed with that of Speaker Rebecca Kadaga causing uproar among people.
Hussein Ahmed, a Ugandan businessman residing in Kampala filed court proceedings intending to put the former Attorney General William Byaruhanga in Kitalya or Luzira prison.
In March 2021, Ahmed claimed he was duped into taking out an Shs27.5m loan from Byaruhanga’s money lending company, Platinum Credit (U) Ltd. As collateral, he had offered his two vehicles (UAW 911K Land Cruiser & UBE 217M Alphard).
Ahmed claimed he was misled and his cars were illegally undervalued, even though the loan agreement, which the lender oddly wrote and kept a secret, listed the worth of the two vehicles as Sh25 million and Sh30 million, respectively. Ahmed claims their actual market value should be greater than USH100m.
Ahmed, therefore, sued Platinum Credit (U) Ltd on the account of disobeying the order the Commercial Division of the High Court issued on October 1st prohibiting the disposal of the Alphard vehicle (number UBE 217M) to finance the Shs31m loan Ahmed had obtained.
