Wilson Muruli Mukasa is a Ugandan politician and the current Cabinet Minister for Public Service in the Ugandan Cabinet. He was appointed to this position on June 6, 2016.

Muruli Mukasa is also the Member of Parliament of Budyebo County, Nakasongola District.

Early life and Education

Wilson Muruli Mukasa was born on July 5, 1952, in Nakasongola District, Uganda. He attended local elementary and secondary schools in Uganda. 

In 1975, He completed his studies at Makerere University and received his combined Bachelor of Arts with a Diploma in Education.

In 1987, He obtained a Certificate in Hotel Management from an unnamed Libyan college in Tripoli.

Career and Professional Work Experience

Wilson Muruli Mukasa worked as a teacher for 11 years, from 1975 to 1986, and served as the principal of the institution where he worked for the final two years.

He has served as a member of parliament since 1989, representing his home district, Nakasongola.

In May 2011, he was named the Minister of Security. He took over from Amama Mbabazi, who was now Uganda’s prime minister along with his security responsibilities.

Mukasa has also held the position of Minister for Kampala in the years before the appointment of a substantive minister in 2011 and during the absence of the line minister, Frank Tumwebaze, in 2014.

On March 1, 2015, he was named Minister of Gender and Social Issues replacing Mary Karooro Okurut who was designated Minister for Security in the cabinet reshuffle. He served in this office till 6th June 2016.

On June 6, 2016, Mukasa was named Cabinet Minister for Public Service in the list of cabinet members unveiled.

Wilson Muruli Mukasa was appointed by President Museveni as the interim Minister of Justice and Constitutional affairs in June 2022 after the position became vacant when the president reshuffled and appointed Maj Gen Kahinda Otafiire to the Ministry of Internal Affairs office.

On 29th July 2022, Hon. Wilson Muruli Mukasa officially handed over the position of the Minister of Justice and Constitutional Affairs to Hon. Nobert Mao was appointed by President Museveni as the new Minister.

Achievements

The 2018 Global Peace Leadership Conference was held by Ugandan President Yoweri Museveni at the Munyonyo Resort in Kampala, and Hon. Mukasa served as the chairman of the Uganda National Organizing Committee.
