Who is Fred Byamukama? Flash Uganda Media looks at his biography, age, wife, family, tribe, relationship with Mzee Karoli Kamanyire and Evelyn Nyakato, Nestor Tumwesigye, Kikuube district, Bugangaizi West constituency, early life and education of the current Minister of State for Works and Transport in Uganda.

Fred Byamukama is a Ugandan politician, medical personnel and retired UPDF lieutenant. Byamukama is the current Member of Parliament representing the people of Bugangaizi West constituency. 

He is also the appointed Minister of State for Transport in the Ministry of Works and Transport in the eleventh Cabinet.

Early Life and Education

Fred Byamukama was born on 3rd June 1992 in Kikwaya village, Kikwaya sub-county, Kakumiro District.

He was born to Mzee Karoli Kamanyire (father) and Evelyn Nyakato (mother). Byamukama is married to Gladys Kemirembe and together they have three children. 

Byamukama acquired his primary education from Kikwaya Primary School in his home village. He then went to Mandela Secondary School where he obtained both his Uganda Certificate of Education (UCE) and Uganda Advanced Certificate of Education (UACE). 

He enrolled at Busitema University and graduated with a Bachelor’s degree of Science in Anesthesia medicine.

Byamukama also graduated with a Diploma in Nursing from the Mulago School of Nursing and Midwifery. 

He also enrolled at the Kabale School of Comprehensive Nursing and obtained a certificate in Comprehensive Nursing. 

Career and Professional Work Experience

For seven years, Fred Byamukama worked with the UPDF (Uganda People’s Defence Forces) specialized units under the Chieftaincy of Medical Services. He served as a soldier at the rank of lieutenant until his retirement on 29th March 2020.

Byamukama then joined elective politics in 2021 and ran against Dr Kasirivu Atwooki, the State Minister for Economic monitoring and Kusingura Annet. 

He emerged victorious as the representative for the people of Bugangaizi West Constituency. 

H.E Yoweri Kaguta Museveni also appointed him as the Minister of State for Transport replacing Hon. Joy Kabatsi in the 2021 Cabinet reshuffle.

Achievements and Awards

Byamukama intervened in a long overdue compensation dispute between families who were affected by the oil passage plan in September 2021. 

The families included those on the critical oil roads like Masindi-Biiso Buliisa districts, Hohwa-Nyairongo-Kyarushesha- and Kabaale-Kiziranfumbi Kikuube district.

Controversies

The Kyangwali sub-county LC5 councillor, Nestor Tumwesigye, of the Kikuube district, spent the night in jail after being charged with attempting to assault Fred Byamukama. The incident took place during a sensitization meeting for the district’s Parish Development Model-PDM implementers.

Before the meeting could progress, Amlan Tumusiime, the Kikuube Resident District Commissioner-RDC, alerted the minister that some parish chiefs were extorting money from PDM recipients by claiming to be able to assist them in opening bank accounts and establishing SACCOs, even though the programme was free.

Tumusiime claimed that the parish leaders were demanding between 50,000 and 200,000 shillings from PDM beneficiaries. 

There was no way the minister could accept the unlawful activities of the accused parish chiefs thus he commanded for them to be detained at once. Tumwesigye charged at the minister and attempted to harm him after Byamukama ordered the parish leaders to be arrested.

The councillor was captured by the minister’s security, who then took him to the Kikuube central police station. The distribution of funds to Parish Development Model (PDM) beneficiaries was suspended by Byamukama until all the problems were resolved.
