Career and Professional Work Experience
Aseera Stephen contested for the Representative of Buhaguzi East Constituency as an independent candidate in the 2021 General elections.
He garnered 13,102 votes and won the election over his competitors Bigirwa Julius Junjura of the National Resistance Movement political party who garnered 10,613 votes and Tugume Howard an Independent candidate who garnered 100 votes.
Achievements

Hon. Aseera Stephen Itaza is a member of the Presidential Affairs Committee of Parliament.
Aseera suggested that the government raise the Village Health Teams’ (VHTs) monthly salary from Sh10,000 to Sh100,000 per member during a plenary session in August 2022.
After his proposal, the Prime Minister, Robinah Nabbanja, promised that the Cabinet would review the prior Parliament resolution.
In order to improve access to healthcare for those living in rural regions, especially the poor, Hon. Aseera presented a brand-new medical ambulance worth 250 million shillings to Kikuube District in December 2021.
He said that by making the donation, he was keeping a promise he had made to the residents of Buhaguzi East during the election campaigns.
Hon Aseera Stephen extended water services to the people in the Areas of Kigaya, Kikoboza, Kinogozi and Buhimba Kasato-Buhaguzi East.
Controversies
In October 2022, Hon. Aseera was charged with processing a joint title for 127 hectares of land covering three villages that made up plot 172, block 22 in Musaijamukuru illegally along with Charles Ochaki Nyabongo, a member of the Bunyoro-Kitara Kingdom, and Job Muhumuza, an entrepreneur.
The land titles connected to the death of Julius Nyaika Irumba, the previous chairman of Musaijamukuru village, after it came to light that the dead met his demise for holding a leading role in the fight against land snatching in the region, which Hon. Aseera was rumoured to have had a hand in.
According to reports, the trio processed the title in November 2020, and they were threatening to displace more than 8,000 families who were living on the contentious land.
The locals that were impacted said that the trio processed the title without their leaders’ or their consent. The locals charged Hon. Aseera with conspiring with land speculators to seize the land on which they had lived since the 1930s.
Aseera was also charged with filing a land title for an additional 297.664 hectares in Mukabara village, Kiziranfumbi sub-county, Kikuube district, together with Patson Ayebazibwe.
Aseera, however, denied any involvement in any land deals in the referred-to villages. He claimed that the titles were obtained fraudulently because he never submitted an application for any land in Buhaguzi.
He petitioned the Ministry of Lands and demanded that the aforementioned land titles be revoked.
Hon Aseera Stephen claimed that the other two people accused with him fraudulently used his name and signature without his consent to acquire the titles.
In October 2021, Hon. Aseera together with many residents and other leaders of Kikuube district protested the appointment of Ignatius Muganyizi as the district land board chairperson.
They demanded the appointment be cancelled based on claims of him being behind the rampant land grabbing in Kikuube District.
