Dr Eng. Silver Mugisha

Who is Dr Eng Silver Mugisha? Dr Eng. Silver Mugisha is a professional civil engineer and a Ugandan corporate leader.

Dr Mugisha is the current MD (Managing Director) and CEO (Chief Executive Officer) of the National Water and Sewerage Corporation (NWSC).

He previously served as the chief manager for “Institutional Development and External Services” still under NWSC.

Early Life and Education

Eng. Silver Mugisha was born on 14 September 1968 in Kantunda Village, Bushenyi District the Western Region of Uganda.

He was born to Federico Ngambagye (father) and Pascazia Baryomurwera Ngambagye (mother). They later shifted to Kigoma village from Kantunda. 

Dr Silver Mugisha is the second born in a family of now eleven children; four girls and seven boys after one boy passed on.

He is currently married to Annette. 

Mugisha attended Kitabi boys primary school from primary one to three and then shifted to Kabushaho primary school where he studied from primary four up to primary seven.

He then joined St. Joseph’s Secondary School for his O-Level studies in Mbarara District.

He afterwards attended St. Leo’s College, Kyegobe for his A-Level studies in Fort Portal.

After completing his secondary education, Mugisha was admitted on a state scholarship from the Ugandan government due to his academic performance at Makerere University for a Bachelor of Science in Civil Engineering degree.

After his graduation, he went on to pursue a Master of Science in Sanitary Engineering degree from the IHE Delft Institute for Water Education, in Delft, Netherlands.

Eng. Mugisha then returned to Makerere University where he obtained a PhD in Economics and Management. He also obtained a Master’s in security management degree.

Career and Professional Work Experience

Immediately after graduation, Dr Silver was employed at the Ministry of Works as a trainee engineer. 

Dr Eng. Silver Mugisha then started his career with National Water and Sewage Corporation (NWSC) in 1994 also as a trainee engineer. And in 1997, he was recognized as one of the senior engineers at the company.

In August 2013, Mugisha was appointed to serve as the Managing Director and Chief Executive Officer of NWSC.

He has also served on the boards of several public and private enterprises. 

The Uganda Business and Technical Examinations Board (UBTEB) is currently chaired by Dr Eng. Silver Mugisha.

He was also elected in March 2021 to serve as the chairperson of the Federation of Uganda Employers.

Dr Silver Mugisha was the Chairman of the WOP-Africa Programme Committee from 2010 to 2014. He was a member of the IWA Programme Committee from 2010 to 2012 and a fellow of the International Water Association (IWA).

He is also the serving President of the African Water Association (AFWA) having been re-elected in February 2023 after finishing his two-year maiden period (2020 to 2023). 

Before that, he acted as the East African Vice President of the African Water Association (AfWA) and also the President of the AfWA Scientific and Technical Council from 2010-2014.

Achievements and Awards

Dr Eng. Silver Mugisha having served in NWSC for nearly 30 years has accumulated a wealth of knowledge and experience in water utility management, water and sewerage research, International water policy and in several advisory services.

This has helped him achieve several goals during the term of his service, some of which include; Strategic and operational plan development, design of operational manuals and quality systems, creation of corporate visions and missions, and many other achievements.

NWSC adjusted its strategic focus under his strategic direction and launched the first-ever Five Year Strategic Direction (2013-2018 rolled over to 2018-2021).

Dr Mugisha is also a member of the International Water Association (IWA), where he served as the first African Vice President from 2014 to 2018. 

Dr Silver Mugisha has multiple peer-reviewed journal papers. His most recent book, published by IWA Publishing in 2019, is titled “Sustaining High-Performing Public Enterprises: A Case of the National Water and Sewerage Corporation of Uganda.”  

IWA Publishing has also issued “Utility Benchmarking and Regulation in Developing Countries: Practical Application of Performance Monitoring and Incentives.”

Dr Silver Mugisha is also a member of the Sense Research School in Hague, the Netherlands, and the chairman of Uganda Technical College, Bushenyi’s governing board.
