Susan M. Atengo Wegoye

Susan Marian Atengo Wegoye is a Ugandan legal professional and currently serves as the Director of Legal Affairs and Commission Secretary at Uganda Communications Commission (UCC).

For more context, she is a seasoned lawyer with over two decades of experience, specializing in technology, corporate governance, and communications regulation. 

Education Background

Susan M. Atengo Wegoye’s academic journey reflects a strong foundation in law and policy. 

She earned her Bachelor of Laws (LLB) degree from Makerere University in Uganda, thus embarking on her career. She then continued to pursue a Postgraduate Diploma in Legal Practice at the Law Development Centre in Uganda. 

To further specialize, Susan obtained a Diploma in Legislative Drafting from the International Law Institute, enhancing her ability to craft and interpret laws effectively. 

And she later obtained a Master of Laws (LLM) in Intellectual Property and Technology Law.

Career and Professional Work Experience

Susan M. Atengo Wegoye’s career has been marked by significant contributions to Uganda’s telecommunications and broadcasting sectors, where she has been a key figure in policy and legislative development.

She began her journey as an Advocate of the Courts of Judicature of Uganda, accumulating over 15 years of legal experience. 

Her experience expanded into broader communications sectors, including civil aviation, broadcasting, and telecommunications, where she played key roles in legislative drafting and international lobbying efforts.

Since at least 2017, Susan has held the prominent position of Commission Secretary and Director of Legal Affairs at the Uganda Communications Commission (UCC). 

In this capacity, she oversees legal compliance, policy development, and corporate governance for Uganda’s communications regulator. Her work involves advising on regulatory frameworks, participating in license renewals such as the 2020 agreement with MTN Uganda, and addressing evolving issues like digital media and online content regulation

She also briefly served as the acting Executive Director of Uganda Communications Commission (UCC) before George William Nyombi Thembo was officially appointed to that office.

Recognized as a versatile and accomplished lawyer, Susan Wegoye is particularly skilled in policy development, corporate governance, commercial transactions, and regulatory compliance.

At a 2016 event, she was noted as one of four female directors at the UCC, demonstrating the commission’s progress in gender empowerment within its leadership.

Susan has also been active in regional and international forums, such as delegations to the Information and Communications Technology Authority in Mauritius and contributions to World Intellectual Property Organization (WIPO) committees on copyright and related rights. 

Domestically, she has advocated for updating Uganda’s media laws to match modern landscapes, collaborating with bodies like the Editors Guild to address gaps in the 1993 framework.

Achievements and Awards

A standout milestone was Susan Wegoye’s 2018 election to the ITSO Panel of Legal Experts, where she contributed to global satellite policy, emphasizing affordable broadband access and sustainable development through ICTs. This honor not only elevated Uganda’s voice internationally but also highlighted her expertise in technology law.

Her work has been commended by UCC executives, like Godfrey Mutabazi, for fostering collaborations that advance Uganda’s digital agenda.
