Julianne Mweheire was born in 1975 in Ruhama County, Ntungamo District of Uganda.
Her father is Elly Rwakakoko, a well-known figure who previously served as the Director-General of Uganda Revenue Authority (URA) and Managing Director of Uganda Commercial Bank (UCB).
This was followed by his retirement into private life in the early 2000’s where he became a businessman mostly dealing in hardware.

Career and Professional Work Experience

Julianne R. Mweheire spent almost 18 years at MTN Uganda, the country’s largest mobile network operator, where she held various roles, including Senior Manager for Carrier Relations and Senior Accountant for Interconnection and Roaming.
She joined Uganda Communications Commission (UCC) in August 2018 as the Director of Content Development and Industry Affairs, replacing Dr. Tumubweine Twinemanzi, who transferred to Bank of Uganda.
In this leadership position, she oversees policies related to competition, content development, and consumer protection within the sector.
From April 2021 to May 2022, she briefly served as the Data and Insights Director for Mobile Money at GSMA.
