
High Court Orders Assistant Inspector of Police Godfrey Bangirana to step aside citing lack of legal contract
High Court judge Henrietta Wolayo has commanded Godfrey Bangirana, the Assistant Inspector of Police to step aside following complaints that he lacks valid contract permitting him to stay in that office.
Wolayo says the command will stay valid until the main case charged against Wolayo is determined.
Giving his ruling, Wolayo denied giving a declaration blocking Bangirana’s contract renewal by the Police authority.
Bangirana was accused of illegally holding office, together with the Attorney General (AG), who serves as the Chief Legal representative of the government of Uganda.
Bangirana serves as the Policy Director in charge of engineering and logistics. He’s in trouble for illegally holding onto office after his contract expired on 16, July 2019.
This comes after a concerned citizen Maddo thought a declaratory order that Bangirana’s stay in office as the Assistant Inspector of Police is illegal.
According to the complaint, Bangirana should be pulled out of the office and refund all salaries, emoluments paid, during his illegal stay in office.
Now following the matter, Justice Wolayo commanded Isaac Maddo who is the complainant through his Lawyer, David Mushabe to extract hearing notices for the main case.
Maddo says he’s seeking declaratory orders because the matter is of public interest, and it’s his right as a taxpayer to file a case against them on behalf of the entire public.
He adds that it’s illegal and wastage of public resources for Bangirana to continue receiving salaries and emoluments after his contract expired.
It’s reported that the Inspector General of Police instructed Bangirana to handle over the office after his contract expired because it would raise questions from the public, but, instead, he was encouraged to stay by the Ministry of Internal Affairs Permanent Secretary.
“On July 16, 2019, the contract of the second defendant (Bangirana) expired and was directed by the Inspector General of Police to handle over and vacate office as his continued stay would raise several queries from the public service,” the court document reads in part.

Other directors whose contracts are hanging in balance include; traffic and director for fire, rescue services and welfare.
And Bangirana is among the four directors whose contracts await renewal by the appointing authority.
