Dr Joyce Moriku Kaducu is a doctor, scholar, and politician from Uganda. In the 2021-2026 Ugandan Cabinet, she is the State Minister for Primary Education.
She previously served in the Ugandan Cabinet as the Minister of State for Primary Health Care. She also served to represent Moyo District Women in the 10th Parliament as an elected member of parliament (2016 to 2021).
Early Life and Education
Dr Joyce Moriku Kaducu was born on April 21, 1969, in Moyo District, West Nile Sub-region, Northern Region of Uganda. Dr Felix Kaducu, a professor at Gulu University, is her husband.
She received her elementary schooling at Laropi Primary School.
She completed her O-Level coursework at Metu Senior Secondary School in Moyo before transferring to Sacred Heart Senior Secondary School in Gulu to complete her A-Levels.
She was admitted to the Mbarara University School of Medicine in 1997 to pursue a degree in human medicine, and in 2002 she received both a Bachelor of Medicine and a Bachelor of Surgery.
She graduated from Gulu University with a Postgraduate Diploma in Project Planning and Management in 2005.
In 2008, she graduated with a Master of Medicine in Pediatrics from Makerere University School of Medicine in Mulago.
She received her PhD in Neuroscience from Gulu University in 2015.
Career and Professional Work Experience

Joyce Moriku Kaducu interned at Lacor Hospital in Gulu from 2002 to 2003 after receiving her first degree.
She served as the medical coordinator for The AIDS Support Organization (TASO), a Gulu-based organisation, between 2003 and 2005.
She served as a Senior House Officer at Mulago National Referral Hospital from 2005 until 2008. After that, from 2008 to 2009, she spent one year in that position at Mildmay Clinic on Entebbe Road.
She worked as a paediatrics instructor at Gulu University from 2010 to 2015 while also filling in as a consultant paediatrician at Gulu Regional Referral Hospital.
She made her political debut in 2016 by running for the Moyo District Women’s Constituency. As the incumbent in the 10th Parliament, she won.
On June 6, 2016, she was appointed to the position of Minister of State for Primary Health Care, taking Sarah Achieng Opendi’s place, who had been appointed State Minister for Health, General Duties.
President Yoweri Museveni reshuffled his cabinet and appointed Dr Joyce Moriku Kaducu to the position of Minister of Primary Education from her previous position as State Minister for Primary Healthcare in June 2021.
