Isaac Isanga Musumba is a Ugandan lawyer and politician who served as the State Minister for Regional Foreign Affairs in the Ugandan Cabinet from June 2006 to 2011. 

Concurrently, he served as a Member of Parliament representing Buzaaya County, Kamuli District from 1996 to 2011.

Early Life and Education

Isaac Musumba was born on 16 December 1961, in Kamuli District Eastern Region of Uganda. Musumba attended Jinja College Secondary School from where he obtained his O’ Level Certificate, Namasaagali College for his A’ Level Certificate obtained in 1980.

After completing Secondary School, Musumba joined Makerere University Kampala (MUK) where he attained a Bachelor’s Degree in Law, a Master’s Degree in Law (LLM) specializing in tax law in 1992, and then a Diploma in Legal Practice from the Law Development Centre (LDC) in Kampala.

Work and Experience

From 1985 to 1991, Isaac Musumba served in the Ministry of Finance as a Principal Legal Officer. Then from 1991 to 1993, he was the Administrative Commissioner at the Uganda Revenue Authority.

In 1994, he was voted to serve in the Constituent Assembly that drafted the 1995 Uganda Constitution. Then in 1996, Musumba got elected to Parliament of Uganda representing Buzaaya County, in Kamuli District.

He got re-elected into Parliament in 2001, 2006, 2011 & 2016. Unfortunately in 2021, he lost the seat in the National Resistance Movement (NRM) primaries to Martin Muzaale. 

He contested the 2021 general elections as an independent candidate and still lost the vote to NRM flag bearer Muzaale.

In 2001, Musumba was appointed by the Fountain of Honor Yoweri Kaguta Museveni to serve as the State Minister for Planning. He retained the seat in the 2005, 14, January cabinet reshuffle.

In June 2006, Musumba was appointed to serve as the State Minister for Foreign Affairs (Regional Affairs) till May 2011. He was dropped in a cabinet reshuffle and replaced by Asuman Kiyingi.


Isaac Musumba is married to Proscovia Salaamu Musumba and together they’re parents.
