Mwine Mpaka Rwamirama is a politician, businessman, and legislator from Uganda.
Hon. Mwine Mpaka is the current Mbarara City South Constituency representative in Uganda’s 11th parliament. In the 10th Parliament, he was a Member of Parliament representing the youth in Western Uganda.
Mwine is also a member of the ruling National Resistance Movement party.
Early Life and Education

Mwine Mpaka Rwamirama was born on September 9, 1987, in Isingiro District, Masha Sub County, and Masha Village in Uganda’s Western region.
He was born to Lt. Col (Rtd) Bright Rwamirama, the State Minister for Veterans Affairs and Florence Rwamirama.
Mwine is a Munyankole by tribe. He comes from a wealthy and well-established family.
He began his education at Kampala Parents in 1991, and around P.3 he transferred to Lohana Academy, where he completed his Primary Leaving Examinations (PLE).
He then enrolled in Vienna College in Namugongo for his O’level studies, finishing in 2003 with a Uganda Certificate of Education (UCE).
Mwine joined Kabojja in 2004 for his S.5, however, Kabojja was being sold at the time. As a result, he then transferred to Green Hill Academy and completed his A’level studies, earning his Uganda Advanced Certificate of Education (UACE) in 2005.
Mwine then went to Uganda Martyrs University, Nkozi, where he earned a Bachelor of Science in Information Technology degree in 2009.
He also earned a Master’s degree in International Business from ESLSCA University in France in 2018.
Mwine Mpaka married his long-term fiancée Isabelle Amanda Nankanda in St. James Cathedral in Ruharo on August 3, 2019. Isabella is the daughter of Donald Kananura Nyakairu, a lawyer, and Joy Magaiga Nyakairu.
On the same day, he unveiled his bid for Mbarara City South Member of Parliament in 2021. This was to follow if Mbarara Municipality was awarded city status since the Mbarara City South seat would then be available.
Mwine and Isabelle have two children.
Career and Professional Work Experience

Mwine Mpaka Rwamirama has long been involved in youth politics. He was a deputy head boy in primary school, a prefect in secondary school and the minister for campus affairs at University. Mwine Mpaka was also the chairman of the Nkozi University electoral commission at one point.
Following that, he became a youth leader in the Isingiro district’s Masha sub-county. He again ran for chairperson of LC 5 in 2006 but was disqualified due to his age.
Mpaka was elected as a youth MP in 2016 after defeating Gen Henry Tumukunde’s son, Amanya Tumukunde in the heated polls.
Mwine Mpaka Rwamirama was also a member of the 10th Parliament’s Science and Technology as well as the Gender, Labour, and Social Development committees.
Mwine Mpaka investigated into the fund that charges Ugandans seeking jobs in the Middle Eastern countries of Oman, Kuwait, the United Arab Emirates, Iraq, and Abu Dhabi, among others, 70 dollars as a pre-condition for employment.
According to Mwine Mpaka, almost 600 million shillings ended up in the private bank account of Yassin Abdulaziz Musoke, a labour officer located in Uganda’s Embassy in Riyadh, Saudi Arabia, rather than the consolidated fund.
He stated that the funding and operations of government employees should be probed because many people were suffering in the Middle East while some officials benefited.
Mpaka thus advocated the formation of a select committee to investigate the fund, which was established in March 2017.
Mwine Mpaka Rwamirama ran for Constituency Representative (MP) – Mbarara South Division in the 2021 General Elections. He won the race with 15,770 votes, beating out nine other candidates.
He was appointed chairperson of the Parliamentary Committee on Trade, Industry, and Tourism shortly after taking office. Mpaka also serves on the budget committee of Uganda’s 11th parliament.
He previously served as the Western Region Youth Representative from 2016 to 2021.
He is also the Director and Club President of Mbarara City FC in Mbarara’s western city.
Hon. Mwine Mpaka is also the chairperson of Parliament’s Select Committee investigating the National Social Security Fund (NSSF).
Achievements and Awards
Mwine Mpaka Rwamirama is one of the MPs who has received accolades for his work in Parliament.
This is especially true after he led a seven-member committee that resulted in the censuring of Princess Persis Namuganza, the state minister for Lands, Housing, and Urban Development, for contempt of Parliament.
Mwine was credited with spearheading a battle against pyramid and Ponzi schemes in Uganda during his brief tenure in Parliament.
He also battled for the compensation of dismissed NIRA employees and supported a resolution to prohibit landlords from charging rent in dollars.
He also backed the motion for the cancellation of the Mobile Money Tax.
Mwaka greatly enjoys sports and is currently the Parliamentary basketball team’s captain.
Controversies

Mwaka was politically defeated in 2006 when he was barred from running for chairperson of LC 5.
He sued the electoral commission body and was awarded Ugandan shillings 16 million as compensation for allowing him to run in the first place.
Mwine Mpaka claimed in late March that his sim card had been hacked while he was on a foreign trip and that the scammers used his sim card to solicit mobile money from unwary people in his phone contacts.
He claimed that the hacking of his sim card resulted in the collection of approximately forty million shillings.
Mwine Mpaka then filed a lawsuit against MTN Uganda, the Uganda Communications Commission, and the Bank of Uganda for failing to regulate mobile money transactions on his sim card after it was hacked.
In early April, he also filed another case seeking immediate orders to halt the Uganda Communications Commission from proceeding with the renewal of MTN Uganda’s licence while the main application, filed on March 23, 2018, is being resolved.
