Former Uganda Law Society President, Ruth Sebatindira appointed new UTL Administrator
Former Uganda Law Society President, Ruth Sebatindira has been appointed the new Uganda Telecom (UTL) Administrator by the Kampala High Court replacing Bemanya Twebaze.
The ruling was made on Thursday 2nd, January 2020, by Justice Lydia Mugambe of the Civil Division of the High Court in Kampala.
This was after the submissions regarding the application filed by the Uganda Contribution Employees’ Contributory Pension Scheme (UCECPS) seeking to vary the deed of administration of UTL to replace him with another person.
The creditors through their lawyers of Kwesigabo, Bamwine and Walubiri Advocates, accused Bemanya of failing to perform his roles that includes collecting the outstanding amounts of money from government departments to UTL.
Allegedly, the creditors noted that Bemanya could not find a competent investor to recapitalise and run the struggling UTL, including full payment of the claims against the company, during his reign.

Nkojjo contends that Bemanya failed to pay workers contribution at the time of taking over that includes remitting current contributions, although it’s being deducted from workers’ payments.
In addition to UCECPS’s demands, President Yoweri Kaguta Museveni rejected Bemanya’s contract renewal as requested by the Justice and Constitutional Affairs Minister, Maj Gen Kahinda Otaffire.
Gen Otaffire on November 6, 2019, addresses a letter to President Museveni requesting him to extend Twebaze Bemanya’s contract that expires on Friday 22, November 2019.
This was after President Museveni commended Minister of Finance, Matia Kasaija not to renew Bemanya’s contract as the Administrator of Uganda Telecom Limited (UTL) that are currently struggling to survive, three weeks back before Gen Otafiire’s letter.
But despite Otafiire’s plea, President Museveni insists that Bemanya has to be sacked, as the UTL Administrator General and commanded his replacement. This was in President’s November, 9th letter to Minister Otaffire.

Still in the letter, the President said since Bemanya and Evelyn Anite, the State Minister for Privatisation whom he lauded for being an active muzukulu have a sour relationship, the appointment of a new administrator would bring cohesion in the government’s efforts to revamp UTL.
“I have received your letter of November 6, 2019, about the Administrator of Uganda Telecom Limited (UTL) whose time is expiring, but you want to renew the contract. Mr Bemanya is always in conflicts with Minister Anite. Anite is one of our very active Bazukulu said, Museveni.

In his further argument, President Museveni said that the recurrent fights between Bemanya and Anite are very harmful to state corporation management in the country.
Also, President Museveni earlier refused to meet Bemanya to discuss the matter surrounding his sacking.
Minister Anite has been in the centre of those seeking sanity at UTL. The first 2019 early months, Anite spent them fighting against the extension of Twebaze Bemanya’s contract as UTL Administrator.
In these claims, Anite accused Bemanya of corruption and corporation with a cartel of government officials who want to liquidate UTL and sell its assets for personal gains.
Anite succeeded in the fight after Bemanya who is the registrar General of Uganda Registration Services Bureau lost his position as a UTL Administrator. Although she once said that mafia’s in government wants to kill her following the matter
And Minister Anite together with Minister of Finance, Matia Kasaija were tasked to appoint a new lawyer to take over UTL administration which they have finally accomplished.
