Samuel Odonga Otto is a Ugandan lawyer. He is the former Aruu County Member of Parliament (MP). Odonga is also the former Secretary for Youth in the Forum for Democratic Change (FDC).

Early life and Education

Samuel Odonga Otto was born on November 11, 1977, in Aruu County, Pader District, Acholi sub-region, Northern Region of Uganda.

He is a son to Angioletta Ogweta (mother) and the late James Otto (father) who died as a result of a long-term kidney complication at Kiruddu hospital in 2016.

He has seven brothers and he is married to Juliet Oyulu with whom he had three children together as of 2012. Odonga Otto has two more children from a previous marriage.

He went to Gulu Public Primary School and Sacred Heart Seminary in Lacor, where he finished his O-Levels. He completed his A-level education at St. Joseph’s College, Layibi, in the city of Gulu, and graduated with a High School Diploma in 1996.

He was admitted to Makerere University, Uganda’s largest and oldest public university, in 1997 and graduated in 2000 with a Bachelor of Arts degree in Social Sciences. Later, at the same university, he earned a Master of International Relations and Diplomatic Studies.

He also has a Bachelor of Law from Uganda Christian University in Mukono District. The Law Development Centre in Kampala awarded him a Postgraduate Diploma in Legal Practice in 2010. 

As a practising attorney, he is a member of the Ugandan Bar.

Otto was admitted to Real Madrid Graduate School in Madrid, Spain as an International Master of Sports Law student.

Career and Professional Work Experience

Samuel Odonga Otto is a Ugandan lawyer who serves as the Uganda Law Review for Aruu County Constituency in Pader District, in the country’s Northern Region. He has represented that district since 2001.

He moved to Uganda in 2010. He was elected to the USL to represent the Aruu County Constituency. Budget Committee and Finance, Planning, and Economic Development Committee

Since 2010, Otto has been an active member of the Forum for Democratic Change (FDC). 

In recent years, he has repeatedly stated his intention to leave FDC during the 2021 election cycle.

Achievements and Awards

Ondonga Otto is the Managing Partner of Odonga Otto & Company Advocates, a Kampala-based law firm he co-founded with his wife, Juliet Oyulu, in 2010.

In 2021, Odonga Otto wrote a book about the late Major General Paul Lokech after his sudden death.

In March 2005, Odonga Otto, the MP for Aruu County, caused a stir in parliament when he attempted to return money given to him in a committee and his transportation refund, calling it a bribe. 

The then Deputy Speaker Rebecca Kadaga, however, rejected the money prompting Otto to walk out with sh100,000 in a white envelope. 

Odonga Otto, MP for Aruu County, has declared that he is no longer a member of the Forum for Democratic Change (FDC), and has stated that he would appreciate it if the opposition party fielded a candidate against him in the 2021 elections. 

Apart from Kizza Besigye, other FDC members, according to Otto, are not committed to capturing state power. “My wedding with FDC has come to an end.” I don’t want to do business with them. That decision was made three years ago. “I’d be delighted if FDC fielded a candidate against me in 2021,” he said in an interview.

On March 23, 2021, MP Odonga Otto was arrested while working out at the Bomah Hotel in Gulu City. Odonga was arrested on suspicion of assault, malicious damage, illegal possession of firearms, and being poisoned by police, according to police.
