2020/21 budget: shs7bn needed for 2021 Uganda presidential swearing-in ceremony

After the 2021 general elections, 7bn Uganda shillings taxpayers’ money is expected to be spent in organising the one-day Presidential swearing-in ceremony for the newly elected President as mandated by the law.

In addition to the 924m Uganda shillings that the Ministry for Presidency is seeking to procure ceremonial medals for distinguished Ugandans ahead of the swearing-in ceremony.

That’s if Parliament approves a request by the Ministry for Presidency.

“So, if we don’t budget for it, then we are bound to enter into a crisis, which cannot be good for the country,” Esther Mbayo, Minister for Presidency said.

“When President Museveni is elected like we have seen the signs written on the wall, we hope that the money will be available to swear in,” David Bahati, the State Minister of Finance and Planning said.

Minister Mbayo says her Ministry, needs 924m Uganda shillings, to procure medals offered to individuals with distinguished services to the country.

“We ran out of stock of the medals, and God forbid supposing there was a visiting head of state, who is going to visit Uganda, we don’t have a medal that’s befitting that head of state, not even a single one,” Mbayo said.

Also, Kampala Capital City Authority (KCCA) presented its unfunded priorities, including 47bn Uganda shillings for drainage, 23bn for road maintenance, 20bn for Kitezi and Kungu landfills, and 25bn for procuring 65 new garbage trucks.

But Minister Bahati said the government does not have the resources to facilitates all the projects. However, they are planning to borrow money to raise the funds.

“We don’t have enough resources to locate all these areas. So, what we are going to do and what we normally do, for example, the KCCA, we are processing loans, of course, to obtain quite some amount of money, 300USD which we think that can develop the city,” Bahati.

These requests together with many others are expected to be started by the House Budget Committee before a decision is taken by the whole House.
