Gen Elly Tumwine, who fought in the 1986 Luweero Bush War that brought the current NRM government to power, died at the age of 68.
The former Security Minister General Elly Tumwine passed away this morning in Nairobi at the Aga Khan Hospital where he had been airlifted recently after suffering complications related to a cancerous condition.

His death has left many people lamenting including the Speaker of Parliament Anita Among who regarded him as a liberation hero.
“It is with great sadness that I received the news of the passing on of our elder, liberation hero, long-serving Legislator, and Former Security Minister Gen Elly Tumwine! My sympathies go to H.E @KagutaMuseveni , his family , the UPDF family and fellow Citizens. May his soul RIP!,” Anita Among eulogised.
Deputy Speaker Thomas Tayebwa also tweeted sending his condolences to the family and all those individuals that benefited from him while he still lived.
“I have learnt with deep sorrow, the death of our gallant hero RO/00023 Gen Elly Tumwine. I send my sincere sympathies to H.E @KagutaMuseveni, the family of Gen Tumwine, the UPDF/NRA fraternity & all those whose lives he touched. Heaven has received a battle-hardened soldier,” Tayeebwa said.
Who was Gen Elly Tumwine?
As the former Security Minister in the Cabinet of Uganda, from March 2018 until 2021, Gen Elly Tumwine was a Ugandan military officer, professional artist, and educator.
He served as commander of the National Resistance Army from 1984 to 1987.
He was one of the highest-ranking members of the Ugandan military who recently called on police to shoot at protesters, he also ordered the military to kidnap, illegally incarcerate and sent opposition members to be tried in military courts based on trumped-up charges which resulted in Bobi Wine supporters suing for Human Rights violations.
Tumwine retired from active military service in July 2022. He is one of the 42 people armed with 27 guns who attacked Kabamba barracks to launch the NRA protracted war that five years later in 1986 would usher the current government to power.
Leaving his teaching job in 1978, Tumwine joined the FRONASA forces led by Museveni. In 1981, when then rebel leader Yoweri Museveni went to the bush to form the National Resistance Army (NRA) after disputing the outcome of the 1980 elections, Tumwine went with him.
